4 S Ie q.) APPENDIX F INTERIM DRAINAGE AND EROSION CONTROL ORDINANCE. Section!. Findings and objectives. The city council of the City of San Marcos, Texas, hereby makes the following findings: (a) The city council of the City of San Marcos, Texas, is a trustee of the natural environment of the San Marcos River. the Edwards Aquifer, the Balcones Escarpment, portions of the Blanco River, portions of the Texas Hill Country and the related watersheds for future generations of citizens of San Marcos and its environs. (b) Development activities within the City of San Marcos and within its extraterritorial jurisdiction can result in irrepa- rable damage to the quality of water in the San Marcos River and Edwards Aquifer. (c) Development activities within the City of San Marcos and within its extratecritorial jurisdiction damage the Balcones Escarpment and portions of the Texas Hill Country through increased erosion, uncontrolled drainage, unregulated vege- . tation removal and overuse of impervious cover. (d) The San Marcos River, portions of the Blanco River, and the Edwards Aquifer must be protected in order to pre- serve the health, safety and welfare of the citizens of San Marcos and its environs. -Editor's note-Section 1 ofOrd.
