Findings and objectives. <br /> The city council of the City of San Marcos, Texas, hereby <br /> makes the following findings: <br /> (a) The city council of the City of San Marcos, Texas, is a <br /> trustee of the natural environment of the San Marcos River. <br /> the Edwards Aquifer, the Balcones Escarpment, portions <br /> of the Blanco River, portions of the Texas Hill Country and <br /> the related watersheds for future generations of citizens of <br /> San Marcos and its environs. <br /> (b) Development activities within the City of San Marcos and <br /> within its extraterritorial jurisdiction can result in irrepa- <br /> rable damage to the quality of water in the San Marcos <br /> River and Edwards Aquifer. <br /> (c) Development activities within the City of San Marcos and <br /> within its extratecritorial jurisdiction damage the Balcones <br /> Escarpment and portions of the Texas Hill Country through <br /> increased erosion, uncontrolled drainage, unregulated vege- <br /> . <br /> tation removal and overuse of impervious cover. <br /> (d) The San Marcos River, portions of the Blanco River, and <br /> the Edwards Aquifer must be protected in order to pre- <br /> serve the health, safety and welfare of the citizens of San <br /> Marcos and its environs. <br /> -Editor's note-Section 1 ofOrd.
