The maximum impervious cover percentage require- ment shall only apply to those areas on a parcel of land that are not covered with impervious cover as of the effective date of this ordinance. The impervious cover requirement will pertain to all area within the development which is shown to be on fifteen (15) per cent slope or greater by topographical survey performed by a registered surveyor. Those areas within the development which are not on slopes of fifteen (15) per cent or greater will be able to be developed to the maximum allowed under applicable laws. Slope contours will be based on existing topography at the time of the effective date of the ordinance. (Ord. No. 1984-72, § 16,6-13-84; Ord. No. 1984-77, § 3,7-25-84) Section 5. Certification by a registered professional engineer. No plans and specifications called for in this chapter shall be accepted, reviewed or approved by the city engineer, or his desig- nated representative, unless accompanied by the certification of a registered professional engineer practicing in Texas that: (1) The development plan is complete, and (2) The technical and engineering requirements of this chap- ter are met. An applicant for a site development permit has the burden of establishing that hislher proposed plan conforms to the require- ments of this chapter. (Ord. No. 1984-77, § 2, 7-25-84) Section 7. Inspection and enforcement. (a) The holder of a site development permit shall permit duly authorized inspectors of the City of San Marcos, Texas, during reasonable hours to enter onto the land, tract, parcel or lot for which the permit was issued for the purpose of determining com- pliance with the requirements of this chapter.
