<br /> § 36-3 SAN MARCOS RIVER CORRIDOR § 36-3 <br /> Channelization: Alteration of the natural cross-sectional area <br /> and/or profile of a watercourse to increase the hydraulic effi- <br /> ciency or carrying capacity of an existing waterway. <br /> Development: Construction, building, excavation, dredging, grad- <br /> ing, filling, clearing, removing vegetation; provided, however, <br /> that pruning and other forms of general and regular mainte- <br /> nance of vegetation on property shall not be considered development. <br /> Director: Director of environment and engineering. <br /> Floodplain: Any and all land area adjoining the channel of a <br /> river, stream, lake, watercourse, marshy area or other drainage <br /> element, which has been or may be il).undated by storm water <br /> runoff. The extent of the floodplain shall be determined by the <br /> crest of a flood having an average frequency of occurrence of once <br /> in one hundred (100) years, as established by the Federal Insur- <br /> ance Administration. <br /> Floodway: The channel of a river or other watercourse and the <br /> adjacent land areas that must be reserved in order to discharge <br /> the base flood (a one-hundred-year storm or the storm that has a <br /> one (1) per cent chance of occurring in a year) without cumula- <br /> tively increasing the water surface elevation. <br /> Impervious cover.~ Roads, streets, parking areas, buildings, side <br /> walks, and other construction covering the natural land surfac~ <br /> that is impenetrable to storm water. <br /> Natural drainage: Route of storm water conveyance not signif- <br /> icantly affected by development. <br /> Natural state: Substantially the same conditions of the land <br /> which existed prior to its development, including, but not limited <br /> to, the same type, quality, quantity and distribution of soils, <br /> ground cover, vegetation and topographic features. <br /> Overland drainage: Storm water runoff not confined or routed <br /> by any natural or manmade channel such as a creek. swale, <br /> drainage ditch or storm sewer. <br /> Restoration: Establishment of plants, grasses and vegetation <br /> native to a particular site for the purposes of erosion control and <br /> preservation or restoration of biological and physical habitat. <br /> Supp. No. 22 1060.149 <br />
