§ 36-7 SAN MARCOS CODE § 36-9 (d) No excavation, or filling, greater than two (2) feet that would alter existing drainage patterns or the maintenance of flood and flow characteristics shall be allowed unless: (1) Such excavation or filling shall be necessary for the pur- pose of structural engineering or is in the area where a structure will be completed, such as for a building founda- tion; or (2) Such excavation or filling as demonstrated and certified by a registered professional engineer will improve the water quality of the runoff and/or stabilize an existing area of erosion and will continue the maintenance of flood and flow characteristics. (3) Required plans. Plans showing proposed. excavation or fill- ing of greater than two (2) feet shall be provided to the director and shall become part of the plans required in the drainage and erosion control ordinance. Said plans shall be drawn to scale, between one (1) inch to twenty (20) feet to one (1) inch to fifty (50) feet, have two-foot contour intervals, and be certified by a registered professional en- gineer. (Ord. No. 1985-79, § 1(7),8-1-85) Sec. 36-8. Waste\vater collection and disposal. No development within the city limits of San Marcos shall be permitted in the SMRC which proposes to make use of septic tanks, holding tanks, evapotranspiration units, cesspools or other private or individual sewerage disposal systems. (a) Roads, parking areas, buildings, and other impermeable construction covering the existing natural land surface shall be considered as impervious cover. No subdivision of land or con- struction on the land shall be allowed to create impervious cover as follows: (1) In excess of thirty (30) per cent on land that slopes more than fifteen (15) per cent; Supp. No. 20 1060.152
