Mr. Kreczmer moved to appoint <br />W. H. (Bill) Coddington and Hs. Kissler seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Craddock opened a public hearing to consider approval of a <br />Zoning ordinance on first reading, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICI-I REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER <br />29, 1980 (VOL. 54) BY CHANGING THE ZONING OF LOT <br />NOS. 121 AND 122, IN BLOCK NO. 12, WESTOVER ADDITION, <br />A/K/A 1408 AND 1410 EARLE, RESPECTIVELY, FROM "R-l" <br />(SINGLE-FAMILY m\ŒLLING DISTRICT) TO "R-2" (DUPLEX <br />OR TWO-FAMILY DWELLING DISTRICT). <br /> <br />Mayor Craddock asked if anyone wished to speak in favor of the zoning <br />change. Helen Mott, owner of the property,said she was requesting <br />the change and would answer any questions the Council may have for <br />her. No one else wished to speak in favor or against the zoning change, <br />so Mayor Craddock closed the public hearing. Robert McDonald, owner of the property, stated Multi-Family <br />Zoning was in conformance with the Master Plan and that the Planning <br />Staff recommended approval. He stated the zoning change had been de- <br />nied by the Zoning Commission by a vote of 3 to 2, and that two members <br />were not present the night the vote was taken who had previously ap- <br />proved his zoning request. No one else wished to speak in favor of <br />the request, so Mayor Craddock asked if anyone opposed the request. <br />MaxWarshauer lives within 200 feet and says it would not benefit the <br />area to change the zoning of the existing R-l lots to D, and that he <br />enjoys the existing balance of R-l and D mixed. Pat Norwood does not <br />live within 200 feet and expressed his opposition to placing D zoning <br />in an R-l neighborhood. Jack Lindstrom and Tom McNair of the Zoning <br />Commission expressed opposition. No one else wished to speak in favor <br />or in opposition of the zoning change, so Mayor Craddock closed the public <br />hearing. After much discussion of the Council, Mr. Farr requested the <br />Staff provide the Council information regarding the impact of traffic, <br />water and sewer and high density if the zoning was approved. Mr. Brown <br />then moved to table first reading of the Ordinance for ninety days to <br />give the Planning Commission time to consider the land use map of the <br />Master Plan wherein the land use is designated multi-family, to see if <br />that is appropriate, and for the staff to consider Mr. Farr's request <br />of the impact of traffic, water, sewer and high density in this area. <br />Ms. Kissler seconded the motion.
