<br /> Attachment 1 <br /> <br /> CITY OF SAN MARCOS <br /> Agreed Upon Procedures. Community Development Block Grant <br /> CFDA #14.228 Pass through #707202 <br /> December 18, 1988 to October 15, 1991 <br />Procedures to be performed: <br /> <br />1. Test all disbursements made by Environmental Projection Systems, Inc. (BPS) and determine if <br />disbursements were made in accordance with the grant agreement as follows: <br />. $650,000 for acquisition of building to expand facilities (of this $140,000 will come from <br /> CDBG contract funds loaned from the City of San Marcos; $401,000 loan from First National <br /> Bank, San Marcos; and $109,000 of cash provided by EPS), <br />. $404,580 for renovation of building acquired (of this $397,000 will come from a loan with <br /> Texas Certified Development Company; and $7,580 loan from First National Bank, San <br /> Marcos), <br />. $19,420 for working capital as part of the loan from First National Bank, San Marcos. <br />2. Determine that all of the above loans are repaid by EPS as contracted in their repayment <br />schedule, If prepayments of loans are made by EPS the loan from the CDBG funds must be <br />prepaid proportionally. <br />3. Determine that EPS used the above funds to create 15 permanent jobs of which 10 shall be <br />provided to low and moderate income persons. These jobs were to be created by December 14, <br />1990. This would include: <br />. a list of the types of positions, number, and wage scale of all permanent positions created as a <br /> result of this project; <br />. specifics on the jobs to be filled by low and moderate income persons; and <br />. Submitting the above list and a hiring plan that includes methods of identifying and training <br /> potential low/moderate income applicants. <br />4. Review EPS insurance coverage over the grant period to determine that it meets all of the <br />requirements as specified in the contract between the City of San Marcos and EPS. <br />5. Determine that EPS complied with the civil rights provisions specified with the contract between <br />the City of San Marcos and EPS. <br />6. Review grant agreement and ensure all specific provisions of grant are complied with in <br />accordance with grant terms. <br />7, Issue a report on the results of the performance of the agreed upon procedures detailed above, <br />
