-8- Section 15. All absentee votes and other votes to be processed in accordance with absentee voting procedures pursuant to the Texas Election Code shall be delivered to the Absentee Ballot Board at C.M. Allen Homes Office off River Road in said City in accordance with the Election Code. The Absentee Ballot Board shall consist of Presiding Judge Margie Villalpando and Alternate Judge Absentee votes shall be counted at the central counting station. The Absentee Ballot Board shall perform in accordance with applicable provisions of the Election Code. SECTION 16. That an electronic voting system, as the term is defined in the Texas Election Code, shall be utilized in connection with the election. This system shall be utilized for all absentee voting as well as for all precinct voting conducted on election day. Dr. Wilbon Davis is hereby appointed as programmer, and he shall prepare a program for the automatic tabulating equipment. Ample voting equipment shall be provided for absentee voting and in each of the various precincts on election day. The central counting station is established as the Conference Room, San Marcos City Hall, 630 East Hopkins. SECTION 17. That the City Council of the City shall, by resolution, appoint a Presiding Judge of the Central Counting Station, a Tabulation Supervisor of the Central Counting Station, and a Central Counting Station Manager, and any and all assistants appointed by the Tabulation Supervisor shall be subject to the approval of the City Council. SECTION 18. That the election shall be held under the provisions of and in accordance with the provisions of the Charter and Ordinances of the City of San Marcos, and in accordance with the laws of the State of Texas. SECTION 19. That a copy of this Ordinance signed by the Mayor of the City, attested by the City Secretary and approved by the City Attorney, shall serve as proper notice of the election. SECTION 20. That notice of the election including a Spanish translation thereof, shall be published once in a newspaper published in San Marcos on or after AprilS, 1990 and on or before April 25, 1990, shall be published a second time exactly one week after the first publication, shall be posted at a public place in each City election precinct in which the election is to be held on or before April 16, 1990, and shall be posted on the bulletin board at City Hall on or before April 16, 1990. SECTION 21. That a copy of this Ordinance shall be delivered on or before April 20, 1990 to the presiding judge of each election precinct in which the election is ordered to be held, which copy shall serve as a notice or writ of election as required by the Texas Election Code. SECTION 22. That testing of the automatic tabulating equipment shall be performed and notice thereof shall be given in accordance with Subchapter D of Chapter 127 of the Texas Election Code. SECTION 23. That the rate of compensation to be paid judges, clerks, and assistants to the Tabulation Supervisor for services rendered during said joint general and special election by the City and the San Marcos Consolidated Independent School District to be held on May 5, 1990 be, and the same is hereby, established at Five Dollars ($5.00) per hour. SECTION 24. That the additional compensation to be paid judges who deliver returns of the election is hereby established at Twenty-Five Dollars ($25.00).
