1l6 Regular Meeting September 12, 1983 Page 4 Mayor Craddock introduced for consideration the adoption of an Ordin- ance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ESTABLISHING A 60-DAY MORATORIUM ON THE PROCESSING OF APPLICATIONS FOR SPECIFIC USE PER- MITS AND CONDITIONAL USE PERMITS FOR ESTABLISHMENTS DESIRING TO DISPENSE ALCOHOLIC BEVERAGES WITHIN THAT AREA KNOWN AS THE CENTRAL BUSINESS AREA OF SAID CITY BEYOND BEING ACCEPTED FOR FILING AND ESTABLISHING AN EMERGENCY. Mayor Craddock moved for adoption of the Ordinance on emergency and Ms. Kissler seconded the motion. Mr. Farr then moved to amend the Ordinance for a 30-day moratorium rather than 60-day moratorium and Mayor Craddock seconded the motion. On roll call the following vote was recorded: AYE: Brown, Farr, Craddock, Kissler, Kreczmer. NAY: Guerra, Moore. ABSTAIN: None. The Council then voted for adoption of the Ordinance on emergency. On roll call the following vote was recorded: AYE: Brown, Farr, Craddock, Kissler, Kreczmer. NAY: Guerra, Moore. ABSTAIN: None. Mayor Craddock introduced for consideration the adoption of an Ordin- ance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING ORDINANCE 1982-41, ADOPTED SEPTEMBER 7, 1982, WHICH SET FORTH AN ITEMIZED ESTIM- ATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1982, AND ENDING ON SEPTEMBER 30, 1983, AND APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE TO REVISE SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS; ADOPT- ING SAID REVISIONS AND ESTIMATES AND DECLARING AN EMER- GENCY. Mr. Kreczmer moved for adoption of the Ordinance on emergency and Ms. Kissler seconded the motion.
