Mayor Craddock called the meeting to order at 7:30 p.m.

Mayor Craddock introduced for consideration approval of the minutes of
the Regular Meeting held September 12, 1983. Mr. Brown moved for approv-
al of the minutes and Mr. Guerra seconded the motion, which passed unani-
mously.

Mayor Craddock introduced for consideration approval of reappointment
of Marcos Hernandez as Municipal Court Judge. Mayor Craddock moved to
appoint Mr. Hernandez and Mr. Farr seconded the motion, which passed
unanimously.

Mayor Craddock introduced for consideration approval of reappointment
of Vincent Luizzi as Associate Municipal Court Judge. Mr. Farr moved
to appoint Dr. Luizzi and Mr. Brown seconded the motion, which passed
unanimously.

Mayor Craddock advised the Council would receive the appraisal roll
and effective tax rate from Tax Assessor-Collector Charles Stone.
The Council received the certified tax roll. The taxable value is
$379,289,773. In conjunction with the next item on the Agenda, for
the Council to determine the tax revenue and rate requirements, Mr.
Stone presented the following to the Council: From a certified tax-
able value of $379,289,773 available revenue, at 90% collection, would
be: @671 tax rate = $2,287,117; @681 tax rate = $2,321,253; and @691 =
$2,355,389. Mr. Stone advised a tax increase to 69 cents is required
unless the Council cuts the budget adopted September 12, 1983. Mr.
Stone advised if the Council set the rate at a figure greater than
69 cents, they could not set the tax rate by Ordinance at this
meeting, but must set a public hearing. Mr. Henry Kyle objected to
the manner used in arriving at the tax rate because he said it did
not include the City's fund balances.

Mayor Craddock introduced for consideration adoption of an Ordinance
on emergency, the caption which was read as follows:

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN
