Chapman <br />City Planner Joe Garza <br /> <br />Also Present: Marcos Hernandez, Jack Lindstrom, Charles Stone, Henry <br />Kyle, James Houston, Patrick Miller, Bill Plummer, Jerri Martin, Mark <br />Hendricks, Tad Hershorn, Olga Garza, Rodney Cobb, Kim Dallefeld, Vince <br />VandeWalle, Pat Bethea, Daniel Brown, Gene Bagwell, Reed Carr, Pat <br />Newland, Allen Goldapp, Mary Jane Warner, Bill Nicola, Shirley Wicker- <br />sham and others. <br /> <br />Mayor Craddock called the meeting to order at 7:30 p.m. <br /> <br />Mayor Craddock introduced for consideration approval of the minutes of <br />the Regular Meeting held September 12, 1983. Mr. Brown moved for approv- <br />al of the minutes and Mr. Guerra seconded the motion, which passed unani- <br />mously. <br /> <br />Mayor Craddock introduced for consideration approval of reappointment <br />of Marcos Hernandez as Municipal Court Judge. Mayor Craddock moved to <br />appoint Mr. Hernandez and Mr. Farr seconded the motion, which passed <br />unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of reappointment <br />of Vincent Luizzi as Associate Municipal Court Judge. Mr. Farr moved <br />to appoint Dr. Luizzi and Mr. Brown seconded the motion, which passed <br />unanimously. <br /> <br />Mayor Craddock advised the Council would receive the appraisal roll <br />and effective tax rate from Tax Assessor-Collector Charles Stone. <br />The Council received the certified tax roll. The taxable value is <br />$379,289,773. In conjunction with the next item on the Agenda, for <br />the Council to determine the tax revenue and rate requirements, Mr. <br />Stone presented the following to the Council: From a certified tax- <br />able value of $379,289,773 available revenue, at 90% collection, would <br />be: @671 tax rate = $2,287,117; @681 tax rate = $2,321,253; and @691 = <br />$2,355,389. Mr. Stone advised a tax increase to 69 cents is required <br />unless the Council cuts the budget adopted September 12, 1983. Mr. <br />Stone advised if the Council set the rate at a figure greater than <br />69 cents, they could not set the tax rate by Ordinance at this <br />meeting, but must set a public hearing. Mr. Henry Kyle objected to <br />the manner used in arriving at the tax rate because he said it did <br />not include the City's fund balances. <br /> <br />Mayor Craddock introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, SETTING THE TAX RATE FOR SAID CITY FOR <br />THE 1983 TAX YEAR; LEVYING TAXES FOR THE USE AND SUP- <br />PORT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE <br />FISCAL YEAR BEGINNING OCTOBER 1, 1983, AND ENDING SEPTEM- <br />BER 30, 1984; PROVIDING A SINKING FUND FOR THE RETIRE- <br />MENT OF THE BONDED DEBT OF SAID CITY AND DECLARING AN <br />EMERGENCY. <br />
