<br /> 2 <br /> Regular Meeting October 10, 1983 Page 2 <br /> Mayor Craddock introduced for consideration confirmation of the <br /> City Manager's reappointment of George Flores to the Civil Service <br /> Commission. .f\lr. Farr moved to confirm the reappointment of George <br /> Flores and Mr. Moore seconded the motion, which passed unanimously. <br /> Mayor Craddock introduced for consideration approval of three appoint- <br /> ments to the Library Board. Prior to the meeting the names of John <br /> Meeks, Nina pryatel and William Liddle had been submitted to the City <br /> Secretary for the Council's consideration. Mayor Craddock moved to <br /> place the names of John Meeks (for reappointment - having served for <br /> only two months completing a vacancy), Nina pryatel and William Liddle. <br /> Ms. Kissler seconded the motion, which passed unanimously. <br /> Mayor Craddock introduced for consideration approval of two appoint- <br /> ments to the Planning Commission. Mayor Craddock moved to reappoint <br /> Aart Millecam and Carol Grimm and Mr. Farr seconded the motion, which <br /> passed unanimously. <br /> Mayor Craddock introduced for consideration approval of two appoint- <br /> ments to the Zoning Commission. Mr. Farr moved to reappoint Bill <br /> Nicola and Tom McNair and Mr. Guerra seconded the motion, which passed <br /> unanimously. <br /> Mayor Craddock advised the Council would receive a presentation from <br /> the Chairperson of the Ethics Review Commission, Brenda Smith, regarding <br /> compliance with the Code of Ethics, Section 2-73(b), and a review of <br /> an alleged violation of the Code of Ethics. Ms. Smith advised Rose- <br /> mary Davis had filed a complaint against Planning Commissioner, Mike <br /> Moore, for actions in violation of the Code of Ethics. The Ethics <br /> Commission reviewed the matter and recommended Mr. Moore not be <br /> punished for his actions. The Ethics Commission has discussed recom- <br /> mendations to prevent this recurring, and will hold a meeting Wednesday, <br /> October 12, 1983 to consider amendments to the Ordinance. <br /> Mayor Craddock opened a public hearing to consider approval of a Zoning <br /> Ordinance on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br /> WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br /> OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER <br /> 29, 1980 (VOL. 54) BY CHANGING THE ZONING OF 0.16 OF <br /> AN ACRE OF LAND AREA IN THE J. M. VERAMENDI LEAGUE <br /> NO. 2, BEING A PORTION OF LOTS 4 AND 5, BLOCK 16, <br /> RIO VISTA TERRACE ADDITION NO. 4, A SUBDIVISION RE- <br /> CORDED IN VOLUME 163, PAGE 134 OF THE HAYS COUNTY <br /> DEED RECORDS, A/K/A 1005 IH 35 NORTH (SHAFER MOTEL), <br /> FROM "R-l" (SINGLE-FAMILY DWELLING DISTRICT) TO "c" <br /> (COMMERCIAL DISTRICT). <br /> Mayor Craddock asked if anyone wished to speak In favor of the zoning <br /> request, and no one did. Mayor Craddock asked if anyone wished to <br /> speak in opposition to the zoning request, and no one did, so Mayor <br /> Craddock closed the public hearing. Mr. Farr moved to approve the <br /> Ordinance on first reading and Mr. Guerra seconded the motion, which <br /> passed unanimously. <br /> Mayor Craddock opened a public hearing to consider approval of a Zoning <br /> Ordinance on first reading, the caption which was read as follows: <br />
