Mr. Moore then moved the Ordinance <br />be amended to be adopted on emergency, so that the Finance Depart- <br />ment could make the necessary changes in the Budget and proceed with <br />its printing. Mr. Farr seconded the motion, which passed unanimous- <br />ly. <br /> <br />Mayor Craddock introduced for consideration the adoption of an Ordin- <br />ance on third and final reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING CHAPTER 30 OF THE CODE OF <br />ORDINANCES OF SAID CITY TO ADD A SECTION, TO BE NUM- <br />BERED 30-9, TO REQUIRE PAYMENT OF A FEE FOR THE PROVI- <br />SION BY SAID CITY OF BLUELINES OF MAPS OF CITY'S WATER <br />AND WASTEWATER LINES AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Brown moved for adoption of the Ordinance on third and final read- <br />ing and Ms. Kissler seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration the adoption of an Ordin- <br />ance on third and final reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />~~RCOS, TEXAS, N1ENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER <br />29, 1980 (VOL. 54) BY CHANGING THE ZONING OF 26.468 <br />ACRES OUT OF THE E. H. <br />WILLIAHS SURVEY #12, flAYS COUNTY, TEXAS, LOCATED ON <br />BISHOP APPROXIMATELY 300 FEET SOUTH OF RANCH ROAD 12, <br />FROM "R-l" (SINGLE-FAMILY DWELLING DISTRICT) TO "PUD" <br />(PLANNED UNIT rEVELOPMENT DISTRICT). <br /> <br />Mr. Brown ~oved for adoption of the Ordinance on third and final read- <br />ing and Mr. Farr seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration directing the City Secre- <br />tary to publish notice of a public hearing to be held November 14, 1983, <br />to consider adoption of an Ordinance on third and final reading amending <br />the General Zoning Ordinance and Zoning Map of said City which "regulate <br />and restrict the location and use of buildings, structures and land in <br />said City, to change the zoning and use designation of forty acres, <br />more or less, out of the Original Town of San Marcos, in Hays County, <br />Texas, from "c" (Commercial District) to "CBA" (Central Business Area) <br />and to include said land within the boundaries of said Central Business <br />Area District (the moratorium of alcholic beverage permits in this de- <br />signated area ends October 16, 1983). Mr. Joe Garza advised the Council <br />Dr. Pugh is preparing an Ordinance which will be submitted in the near <br />future. The Council's consensus was to wait for the recommendations of <br />Dr. Pugh to be put in Ordinance form for the Council's consideration and <br />not to extend the moratorium. Mr. Charles Chapman said he would con- <br />tact Dr. Pugh at A&M University and see when the Ordinance would be <br />forthcoming. <br /> <br />Mayor Craddock introduced for consideration approval to establish a <br />new personnel position of Airport Manager. Mr. Moore moved to approve <br />the establishment of an Airport Manager and Mayor Craddock seconded <br />the motion. The Council was concemedthat the Staff had advertised <br />the position prior to Council approval of the position. There was a <br />discussion of the recommended salary and car allowance for the Airport <br />Manager position. Chuck Nash of the Airport Commission stated there <br />was a need for this position. With the present procedures for leasing, <br />the City was losing potential growth. The Council voted unanimously <br />for approval of the position (job description attached to these min- <br />utes) . <br />
