<br /> <br />CAPITAL IMPROVEMENTS COMMITTEE FOR IMPACT FEE COMPLIANCE <br /> RECOMMENDATIONS <br />The Capital Improvements Committee for Impact Fee Compliance <br />was established to serve in an advisory capacity to the <br />Mayor and City Council of the City of San Marcos. This <br />committee has considered and discussed the recommendations <br />presented by city staff. <br />Based on the information available and discussions held, the <br />Capital Improvements Committee for Impact Fee Compliance <br />present the following recommendations to the Mayor and City <br />Council of the City of San Marcos: <br />1. The Land Use Assumptions presented in this report be <br /> accepted and approved. <br />2. The staff calculations for Service Units (S.U's.) <br /> based on the actual cost of projects (the proposed <br /> impact fee for water is $363 per S.U.; the proposed <br /> impact fee for wastewater is $527 per S.U.) be <br /> accepted and approved. <br />3. City staff continue their definition of service area <br /> for water and wastewater based on actual costs as <br /> per geographical and service use indicators. This <br /> will insure that no one service area will subsidize <br /> another service area (ex. cost of extension in rocky <br /> soils compared to that of cost extension in flat <br /> lands). <br />4. The payment and collection of impact fees continue <br /> as currently administered for our primary service <br /> area. Con~ittee further recommends staff provide <br /> appropriate language for the amendment of the City <br /> Ordinance which will allow for the assessment of and <br /> collection of Service Unit extension costs from user <br /> users outside the primary service area. <br />5.
