Clayton McKnot, San Marcos, asked the Council if they had tried to eliminate construction along the Edwards Aquifer recharge zone. There being no further comments; the public hearing was closed at 8:23 p.m. MOTION: Upon a motion made by Council Member Scott and a second by Council Member Prather, the City Council voted seven (7) for and none (0) opposed, to approve Ordinance 2013- 38, as previously captioned. The motion carried unanimously. 21. 0OPM Receive a Staff presentation and hold a Public Hearing to receive comments for or against Resolution 2013 -108R, approving the issuance of a Certificate of Public Convenience and Necessity to Sarah Matisi d /b /a Around the Square, for the provision of Pedicab Services in San Marcos; and declaring an effective date; and consider approval of Resolution 2013 -108R. Michael Cosentino, City Attorney, provided a brief presentation. Sarah Matisi the application provided the Council with a brief explanation of her request. Veramendi Survey No. 1, Abstract No. 17, located in the 300 block of Wonder World near the intersection of Stagecoach Trail from "GC" General Commercial District to "HC" Heavv Commercial District; and including procedural provisions. No reconsideration. 21Reconsider Ordinance 2013 -33, amending the Official Zoning Map of the City by rezoning 8.11 acres of land, more or less, out of the J.M. Veramendi Survey No. 1, Abstract No. 17, located in the 300 block of Wonder World near the intersection of Stagecoach Trail from "HI" Heavy Industrial District to "HC" Heavy Commercial District; and including procedural provisions. No reconsideration.
