24.Hold discussion regarding the proposed amendments to the San Marcos City Charter, <br />and provide direction to Staff. <br />Michael Cosentino, City Attorney, led a discussion regarding the proposed amendments to the <br />San Marcos City Charter. Following discussion, the Council gave following direction to staff: <br />• To include a proposition to eliminate the ETJ Member of the P & Z effective on March 1, <br />2015 <br />• Not to include a proposition for compensation of P & Z members <br />• To add " viewpoint diversity" to the list of criteria for the council to consider in making <br />appointments to P & Z <br />• Not to include a proposition that would allow appeals to the city council when a CUP is <br />revoked or suspended by P & Z <br />• Not to include a proposition that would have made the appointment of a comprehensive <br />plan oversight committee a charter requirement <br />To bring back three options for council to consider regarding the issue of property <br />ownership as a requirement for appointment and service on the P & Z <br />25.Hold discussion regarding the recommendation of the Neighborhood Commission in <br />regards to the creation of a Beautification Corridor Program encompassing the <br />entryways of the City, and provide direction to Staff. <br />Ken Bell, City Marshall, led a brief discussion regarding the Beautification Corridor Program. <br />There was Council consensus to move forward. <br />26.Question and Answer Session with Press and Public. This is an opportunity for the Press <br />and Public to ask questions related to items on this agenda. <br />None. <br />27.Adiournment. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Thomason, the City Council voted seven (7) for and none (0) opposed, to adjourn the regular <br />meeting of the San Marcos City Council at 10:15 p.m. on July 16, 2013.
