<br />52 <br /> <br /> <br /> <br />San Marcos City Council <br />BUDGET POLICY STATEMENT <br />Fiscal Year 1990-91 <br /> <br /> <br />In compliance with the City Charter, the San Marcos City <br />Council presents the following Budget Policy statement to be used <br />by the City Manager in the preparation of the proposed budget for <br />Fiscal Year 1990-9l. <br /> <br />Preamble <br /> <br />The San Marcos City Council desires to provide a City <br />Government that continues to offer efficient, effective service to <br />the public, that encourages development of our economy in every <br />way possible, that applies equity in the enforcement of City <br />ordinances, and that implements the policy directives of the City <br />Council. The City Council supports the City staff and commends <br />the cooperative and professional attitude, the high level of <br />performance, efficiency in operations, teamwork and conservation <br />of limited resources. City communications at all levels will <br />reflect courteousness, openness and willingness to serve the <br />public. <br /> <br />The City Council believes that San Marcos is "the jewel of <br />the corridor", building on our strengths and confronting our <br />challenges, while protecting the environment and maintaining a <br />high quality of life. This requires serious investment in the <br />future, collaboration with other communities, and serious <br />commitment to fiscal responsibility and expansion of our economic <br />base to provide jobs, growth and new income. It also requires <br />modifications in some services and reallocation of resources to <br />assure the most efficient expenditure of scarce dollars. <br />Realizing our vision will require a cooperation of leadership and <br />building community consensus. With these goals in mind, the City <br />Manager is asked to consider the following policies in the <br />preparation of the Budget for the City of San Marcos for Fiscal <br />Year 1990-9l: <br /> <br />l. Continue to broaden the tax base through economic development <br />and continue to implement community development. <br /> <br />2. Continue to develop and implement a comprehensive water plan(to <br />include surface water, conservation and reuse, drought management, <br />etc.) and pursue regional water resource management. <br /> <br />3. Continue to improve communications with the public and <br />efficiency and professionalism in operations. <br /> <br />4. Utilize $0.02 of the tax rate (or 4% of tax collection) for <br />social service funding. <br />
