52 San Marcos City Council BUDGET POLICY STATEMENT Fiscal Year 1990-91 In compliance with the City Charter, the San Marcos City Council presents the following Budget Policy statement to be used by the City Manager in the preparation of the proposed budget for Fiscal Year 1990-9l. Preamble The San Marcos City Council desires to provide a City Government that continues to offer efficient, effective service to the public, that encourages development of our economy in every way possible, that applies equity in the enforcement of City ordinances, and that implements the policy directives of the City Council. The City Council supports the City staff and commends the cooperative and professional attitude, the high level of performance, efficiency in operations, teamwork and conservation of limited resources. City communications at all levels will reflect courteousness, openness and willingness to serve the public. The City Council believes that San Marcos is "the jewel of the corridor", building on our strengths and confronting our challenges, while protecting the environment and maintaining a high quality of life. This requires serious investment in the future, collaboration with other communities, and serious commitment to fiscal responsibility and expansion of our economic base to provide jobs, growth and new income. It also requires modifications in some services and reallocation of resources to assure the most efficient expenditure of scarce dollars. Realizing our vision will require a cooperation of leadership and building community consensus. With these goals in mind, the City Manager is asked to consider the following policies in the preparation of the Budget for the City of San Marcos for Fiscal Year 1990-9l: l. Continue to broaden the tax base through economic development and continue to implement community development. 2. Continue to develop and implement a comprehensive water plan(to include surface water, conservation and reuse, drought management, etc.) and pursue regional water resource management. 3. Continue to improve communications with the public and efficiency and professionalism in operations. 4. Utilize $0.02 of the tax rate (or 4% of tax collection) for social service funding.
