Approve and implement Capital Improvements Program. <br /> <br />8. Complete the Master Plan update. <br /> <br />9. Identify and create a comprehensive Parks Master Plan to <br />include river maintenance. <br /> <br />lO. Identify areas in need of extension of city services and <br />formulate a plan for service delivery. <br /> <br />ll. Continue to monitor, permit and regulate septic tank disposal <br />services. <br /> <br />l2. Continue to pursue interlocal agreements, grants and contracts <br />in order to share the cost of service. <br /> <br />13. Sell City-owned parcels and surplus equipment and supplies <br />where appropriate. <br /> <br />l4. Continue employee merit program. <br /> <br />l5. Evaluate Police and Fire Department salary schedules. <br /> <br />16. Evaluate and address employee turnover rate. <br /> <br />17. Provide appropriate incentives for recruitment and hiring <br />among underrepresented population groups. <br /> <br />18. Continue to compare contracting vs. in-house performance of <br />services. <br /> <br />19. Thoroughly evaluate annually the security of City investments <br />and depository agreements, as well as other funds. <br /> <br />20. Maintain appropriate levels of fund balance in major funds. <br /> <br />2l. Continue to address the funding of capital needs in the 90-91 <br />budget. <br />
