<br /> 124 <br /> Regular Meeting December 29, 1983 Page 2 <br /> Mayor Craddock opened a public hearing to consider the establishment <br /> of a reinvestment zone of 121. 43 acres in the J. M. Veramendi Survey <br /> No. 1, A-17, Hays County, Texas, located on IH35 South. Mayor Craddoc1- <br /> asked if anyone wished to speak in favor of the zone. Jane Woods, <br /> representing the owners of the property, stated she wanted the Council <br /> to consider establishing the zone and amending the following Ordinance <br /> to establish the Board within sixty days. She stated the owners were <br /> willing to raise the valuation of the property from the present valua- <br /> tion of $2,000 to seven times that amount. Joe Verdoorn spoke in favor <br /> of the zone stating it would bring a quality development to San Marcos <br /> that could not otherwise be achieved without the benefit of the TIF <br /> zonlng. Sylvia Caskey, representing the School Board, stated the <br /> Board formally considered the zone at their December 16, 1983 meeting, <br /> and were opposed to the zone for this parcel of property, but were not <br /> necessarily opposed to TIF zoning. She said the zone did not meet the <br /> criteria or the spirit of the law. She felt a valuation of $25,000 per <br /> acre should be placed on the property. The Board felt there was a <br /> general lack of information furnished in which to make a decision and <br /> there was a general concern in granting an exemption to this taxpayer. <br /> Jane Woods said the intent of the zone is to promote sound, quality <br /> growth through the Board of Directors. Joe Verdoorn showed some aerial <br /> photos showing most of the growth in that area is not intense, as they <br /> plan for this zone. Jim Byrn commented that a valuation of a tract of <br /> approximately 40 acres in the area was $28,000 per acre but that the <br /> property already had utilities and that the TIF zone in question does <br /> not. Marcos Hernandez, representing the School Board, expressed the <br /> same concerns for the zone as Ms. Caskey but stated he felt the School <br /> Board was in agreement to work with the City during the next sixty <br /> days to see if their questions could be resolved. John Stokes stated <br /> as a taxpayer he is opposed to a free ride for any taxpayers, but that <br /> this zone was an opportunity for the City and that the City should go <br /> forward with it. James L. Ford stated in years past the City of San <br /> Marcos passed up the opportunity to have a mill in San Marcos, and the <br /> mill went to New Braunfels. He said this zone would create an incentive <br /> for industry to come here and make available employment opportunities <br /> for our citizens. Charles Chapman reviewed with the Council the find- <br /> ings of fact and testimony offered regarding provisions of Section 2(d) <br /> of the Ordinance. Marcos Hernandez stated the School Board was most <br /> interested in the valuation of the property. No one else wished to <br /> speak in favor or in opposition to the zone, so Mayor Craddock closed <br /> the public hearing. <br /> Mayor Craddock introduced for consideration adoption of an Ordinance <br /> on emergency, the caption which was read as follows: <br /> ORDINANCE DESIGNATING A CERTAIN AREA AS REINVESTMENT <br /> ZONE NUMBER ONE, CITY OF SAN MARCOS, TEXAS, ESTABLISH- <br /> ING A BOARD OF DIRECTORS FOR SUCH ZONE, AND OTHER MAT- <br /> TERS RELATING THERETO. <br /> Mayor Craddock moved for adoption of the Ordinance and Mr. Farr second- <br /> ed the motion. Mr. Farr moved to amend Section 4 of the Ordinance In <br /> its entirety, which was read into the record as follows: "SECTION 4. <br /> That there is hereby established a board of directors for the zone <br /> which shall consist of five (5) members. Within sixty (60) days of <br /> the date hereof the City Council of the City will appoint three ( 3) <br /> residents of the City, who meet the eligibility requirements as set <br /> forth in the Act, to serve as members of the board of directors. <br /> "Each other taxing unit that levies real property taxes in the reinvest- <br /> men t zone may appoint one member to the board of directors.
