An additional <br /> annual fee will be charged every January fifteenth, for <br /> additional capacity used above the usage base for a period of <br /> five (5) years calculated in gallons per day using the <br /> following formula: <br /> Average daily usage - base usage = adjustment amount <br /> If the adjustment amount equals a number greater than zero, <br /> then the annual usage fee is the adjustment amount divided by <br /> 300 gallons/day times the IF. At the request of a city sewer <br /> service customer, the amount of this annual fee may be paid <br /> in equal portions over a twelve (12) month period as part of <br /> the customer's sewer service bill. <br /> The assessment of the annual fee will then establish a new <br /> base usage equal to the amount determined as the average <br /> daily usage during the previous calendar year. <br /> Sec. 30-46. Impact fee imposed for new construction, <br /> reaode1ing, etc. <br /> (a) An impact fee is hereby imposed upon all new construction <br /> including additions, remodeling or replacement occurring <br /> within the city or connected to the city wastewater system <br /> which requires the issuance of a plumbing or building permit <br /> and which places a demand on the wastewater system above the <br /> demand in existence at the time of application for the permit <br /> as determined by the director of public works. This fee <br /> shall not apply to remodeling or additions to existing <br /> residential units unless the addition contains additional <br /> separate kitchen facilities requiring a plumbing permit, in <br /> which event an impact fee will be assessed. Any existing <br /> capacity in excess of the SU required for any new <br /> construction (i.e., additions, remodeling or replacement) on <br /> a tract or parcel may be held by the owner for future use on <br /> the same tract or parcel for two (2) years from the date of <br /> the original SU exchange, at which time the unused portion <br /> shall revert to the city. Excess capacity may not be <br /> transferred to any other property but will remain only with <br /> the property to which it was attached until such time as it <br /> is used or it has expired, whichever comes first. <br /> (b) The specific impact fee required to be paid shall be <br /> based on the formula contained in section 30-44 and shall be <br /> paid in the manner described in Section 30-43. <br /> Sec. 30-47. IJapact fee derivation and appeal. <br /> (a) When the public works director determines that a new use, <br /> structure, remodeling or addition is not included within any <br /> category of uses set out in Section 30-45, prior to issuance <br /> of the plumbing permit, shall derive the service units for <br /> the proposed use. This derivation shall be made utilizing <br /> the average daily water consumption of similar structures or <br /> uses for the previous twelve-month period.
