"ri8e of papænt. <br /> The sewage system impact fee shall be paid in full prior to <br /> the issuance of the building permit for the building, <br /> premises or lot to be added to the sewage system except, that <br /> upon a request in writing by the owner to the director of <br /> public works prior to the issuance of the permit, an owner <br /> shall be allowed to pay fifty (50) per cent of the impact fee <br /> prior to the issuance of the building permit and the <br /> remaining fifty (50) per cent prior to the issuance of the <br /> certificate of occupancy for the building, premises or lot. <br /> In the case of strip center commercial development, the <br /> impact fee for each individual bay shall be paid prior to the <br /> issuance of the building permit for the finish-out of that <br /> bay, subject to the allowance for two payments described <br /> above.
