The purpose of the Preliminary Development Plat is to assure the adequacy of public facilities needed to <br />serve the intended development and the overall compliance of such development with applicable requirements of this <br />Land Development Code. <br />(b) Exceptions. A Preliminary Development Plat is not required where the applicant elects to submit only a Final <br />Subdivision Plat, accompanied by construction plans. <br />(c) Effect. Approval of a Preliminary Development Plat shall authorize the applicant to submit construction plans for <br />approval by the Engineering Director under Division 6 of this Article 6. Approval of a Preliminary Development Plat <br />also shall authorize the applicant to seek approval of a Final Development Plat for the land subject to the Preliminary <br />Development Plat. The installation of public improvements on the land subject to the development plat, however, <br />may not begin prior to approval of a Site Preparation Permit for the land. <br />Section 1...6„ ...2 ,,. Sequence of Approvals <br />(a) An application for a Preliminary Development Plat shall not be approved unless the following petitions or <br />development permits, where applicable, have been approved and remain in effect for land to be subject to the <br />proposed plat: <br />(1) All legislative applications; and <br />(2) Watershed Protection Plan (Phase 1); and <br />(3) A Traffic Impact Analysis. <br />Section 1...6„ „3 ,,. AppIllicatiloin Requirements <br />(a) Responsible Official. The II 2k:ds7s7or7g .. -II )Director shall be the responsible official for a Preliminary Development Plat. <br />(b) Contents. An application for approval of a Preliminary Development Plat shall be prepared in accordance with <br />Chapter 1 of the Technical Manual. <br />Section 1...6„ 4 4 ,,. Pirocessiling of AppIllicatiloin and IlD iii iiion <br />The Planning and Zoning Commission shall decide whether to approve, approve with conditions, or deny the <br />Preliminary Development Plat application. The action of the Commission shall be noted on two copies of the Preliminary <br />Development Plat, referenced and attached to any conditions determined. One copy shall be returned to the applicant and <br />the other retained in the City's files. A notation of the action taken on each Preliminary Development Plat application and <br />the reasons for the action shall be entered in the minutes of the Commission. <br />Section 1...6„ „6 ,,.
