The purpose of a Final Subdivision Plat or a Final Development Plat is to assure that the division or <br />development of the land subject to the plat is consistent with all standards of this Land Development Code pertaining <br />to the adequacy of public facilities, that public improvements to serve the subdivision or development have been <br />installed and accepted by the City or that provision for such installation has been made, that all other requirements <br />and conditions have been satisfied or provided for to allow the plat to be recorded, and to assure that the subdivision <br />or development meets all other standards of this Land Development Code to enable initiation of site preparation <br />activities for any lot or tract subject to the plat. <br />(b) Applicability. Approval of a Final Subdivision Plat or a Final Development Plat shall be required prior to any non- <br />exempt division of land and prior to any site preparation activities for a lot or tract of land that requires installation of <br />public improvements on or adjacent thereto. <br />(c) Exceptions. A Final Subdivision Plat or Final Development Plat application under this Division shall not be required <br />for any land division that may be approved through the Minor Subdivision Plat procedures of Division 6 of this Article <br />6. <br />(d) Effect. <br />(1) Approval of a Final Subdivision Plat authorizes the P "ar;r ;4 ;9 i'Director to record the plat upon completion of <br />public improvements or posting of security, and authorizes the subdivider to install any improvements in public <br />rights -of -way under approved construction plans and a subdivision improvement agreement, and to submit for <br />approval a Site Preparation Permit for any lot in the subdivision. <br />(2) Approval of a Final Development Plat authorizes the P" ar;r ;4 ;9 II :::)Director to record the plat upon completion of <br />public improvements or posting of security, and authorizes the developer to submit for approval a Site <br />Preparation Permit application for the land subject to the plat; provided that the installation of public <br />improvements on the lot or tract may not begin prior to approval of the Site Preparation Permit. <br />Section 1...6 „6...2 ,,. Sequence of Approvals <br />(a) Prior Approvals. <br />(1) An application for a Final Subdivision Plat shall not be approved unless the following petitions or development <br />permits, where applicable, have been approved and remain in effect for land to be subject to the proposed Final <br />Subdivision Plat: <br />a. All legislative applications; <br />b. Watershed Protection Plan (Phase 2); <br />c. Preliminary Subdivision Plat, unless the applicant has elected to eliminate this stage of the platting process; <br />d. Construction plans; and <br />e. A Traffic Impact Analysis. <br />(2) An application for a Final Development Plat shall not be approved unless the following petitions or development <br />permits, where applicable, have been approved and remain in effect for land to be subject to the proposed Final <br />Development Plat: <br />All legislative applications; <br />San Marcos, Texas, Code of Ordinances Page 88 <br />
