<br /> Following submission of the Prelia1nary Application Fora, an evaluation of the <br /> proposals will be provided by the staff of the THC. In conjunction with a site <br /> visit, staff will consult with applicants to determine ,the scope of the project <br /> and a preliminary estimation of cost. Following notification of eligibility, <br /> applicants should select a qualified project professional before submitting a <br /> formal Request for Funding by 6 April 1990. <br /> Procureaent of, Project Professional <br /> The grant recipient must perform competitive procurement procedures to obtain the <br /> project professional. The grant recipient must contact at least three qualified <br /> professionals for written bids, usually through the issuance of Request for <br /> Proposals (THC has samples of such requests if needed). In addition, the grant <br /> recipient may want to advertise for written bids in such broad market <br /> publ~cations as the "Commerce Business Daily", newspapers, professional.journals, <br /> etc. The THC has resumes of interested and qualified parties on file that grant <br /> recipients should use for contacts. This file contains resumes for minority <br /> business enterprises as well, and every effort should be made to contact these <br /> minority businesses. The THC does not endorse any party; these resumes are for <br /> informational purposes only. <br /> The invitation to bid (Request for Proposals), proposals received, statement <br /> explaining selection process must be submitted to the THC as part of the Project <br /> Proposal. <br /> Standards for Professional Qualifications <br /> To insure that appropriate historical, architectural, archeological and cultural <br /> properties are identified for the public benefit through grants-in-aid <br /> assistance, the following minimal professional standards for historical, <br /> architectural, and archeological documentation have been established by <br /> Preservation Assistance Division, National Park Service Personnel. Those persons <br /> supervising the surveys must be professionally qualified in accordance with 36 <br /> CFR 61 as follows: <br /> Professional Requirements <br /> "In the following definitions, a year of full-time professional experience need <br /> not consist of a continuous year of full-time work but may be made up of <br /> discontinuous periods of full-time or part-time work adding up to the equivalent <br /> of a year of full-time experience. <br /> Historr. The minimum professional qualifications in history are a graduate <br /> degree in history or closely related field; or a bachelor's degree in history or <br /> a related field plus one of the following: a) at least two years of full-time <br /> experience in research, writing, teaching, interpretation, or other demonstrable <br /> professional activity with an academic institution, historical organization or <br /> agency, museum, or other professional institution; or b) substantial contribution <br /> through research and publication to the body of scholarly knowledge in the field <br /> of history. <br /> 9 <br />
