<br /> Sometimes both types are conducted as related parts of the same survey project; <br /> in other cases, reconnaissance is used to plan and focus later intensive survey. <br /> In general, the THC now funds only intensive surveys. <br /> The field work generally consists of identifying, photographing, recording basic <br /> site data, and plotting on a field map all properties which appear to be of <br /> historical, açchitectural, or archeological significance. In a survey of <br /> above-ground resources, this process entails driving or walking every street in a <br /> community, and evaluating every site and structure individually on the basis of <br /> the established criteria. The information gained through this process can then <br /> be cross-referenced with the archival findings. A Historic Sites Inventory Form <br /> or an approved equivalent is completed for every property deemed to be of <br /> cultural or historical value at that point. These forms are then keyed to a map <br /> of the survey area, so that the general patterns of chronology, growth, and <br /> concentration can easily be identified (See Appendices A and C). In <br /> archeological surveys, standard predictive survey methods are employed, and sites <br /> are recorded on State of Texas Archeological Site Data Forms (see Appendix D). <br /> All archeological sites should be plotted on the largest scale USGS topographic <br /> sheets available (7.5 minute scale is preferred). [Please refer to National <br /> Register Bulletin 24, Guidelines For Local Surveys: A Basis For Preservation <br /> Planning by the National Register of Històric Places Interagency Resources, <br /> National Park Service, U.S. Department of the Interior for more information on <br /> survey and planning techniques. Copies are available from the National Register <br /> Programs office, THC.] <br /> PART III : HOW TO APPLY FOR SURVEY AND PLANNING GRANTS <br /> Survey and planning grants are allocated annually by the THC in accordance with <br /> the State Historic Preservation Plan to assist in preservation planning projects <br /> and compilation of an inventory of the State's historic resources. These grants <br /> are allocated from the Historic Preservation Fund awarded to the THC of the State <br /> of Texas by the U.S. Department of the Interior. <br /> As with other grants awarded through the THC, survey and planning grants must be <br /> matched on a 50-50 basis. Since the funding is federal in origin, only <br /> non-federal monies may be used as a match, with the exception of General Revenue <br /> Sharing and Community Development Block Grant monieB. The match can consist of <br /> cash or in-kind contributions. Cash contributions are the grant recipient's cash <br /> outlay of money from non-federal sources, except for General Revenue or Community <br /> Development funds. In-kind contributions are the value of non-cash contributions <br /> provided by the grant recipient or non-federal third parties. <br /> Application Procedures <br /> A signed Survey and Planning Grant Preliminary Application Form must be submitted <br /> to the THC in order for a nonprofit organization or governmental entity to be <br /> eligible for a survey and planning grant. The Preliminary Application Form <br /> should describe the proposed work, objectives, scope, and anticipated sources of <br /> funding for the project. <br /> The deadline for submittal of a Preliminary Application Form to the THC is <br /> 5:00 p.m. on 1 December 1989. <br /> 8 <br />
