<br /> Note: The Commission can not process requests for reiaburseaent of <br /> expenses incurred prior to the project start date. <br /> Project Review - a periodic review will be made by th~ THC, National Register <br /> Programs staff, to monitor project progress and to assist with any difficulties <br /> encountered. The grant recipient is responsible for informing the Commission, in <br /> writing, of significant problems, delays, and/or adverse conditions that <br /> materially affect planned performance. Additional reviews may be requested by <br /> either party at any time. Following review, the contract may be amended if <br /> necessary. Amendments may be necessary if the project is proceeding more rapidly <br /> or slowly than anticipated, and survey work may be added to, or deleted from, tœ <br /> contract. <br /> Revisions to proposed work/costs M all revisions to the Project Proposal must be <br /> requested in writing prior to implementation. The Commission will grant approval <br /> or denial in written form. Only when written approval has been granted may the <br /> proposed work be implemented. <br /> Project Certification and Final Report - twenty-five percent (25%) of the grant <br /> awards will be retained by the Commission and paid upon receipt and certification <br /> of the completed survey material and two copies of a detailed, documented Final <br /> Report. All survey material will be reviewed within twenty-one days of submission <br /> to the THC, National Register Programs office. Survey material may be returned <br /> if it is determined that the submitted data are incomplete. Corrected or amended <br /> survey data should be returned to the Commission within 30 days for certification <br /> and final payment. <br /> Final products that do not meet the terms of the grant agreement and/or that do <br /> not comply with the appropriate Secretary of Interior Standards and the terms of <br /> the National Register Programs Guidelines - NPS 49 will not be reimbursed. <br /> <br /> The completed survey forms, contact sheets, label sheets, photographic negatives, <br /> slides, and final reports generated by the work of the project professional shall <br /> all be the property of the Commission. <br /> Fiscal Records - it will be the responsibility of the grant recipient to maintain <br /> all financial records (receipts, invoices, and timetables) in accordance with <br /> Federal Management Circular A.a7 and OMB A 102 (revised) for a period of three <br /> years beyond the Project End Date. <br /> It will be the responsibility of the grant recipient (if state or local <br /> government) to acquire an independent audit, in accordance with OMB A-128, if the <br /> grant award is between $25,000 and $100,000 a year. However, all grant <br /> recipients, including non-profits, are encouraged to acquire an independent <br /> audit. <br /> 13 <br />
