<br /> 42 <br /> Special Meeting November 2, 1983 Page 3 <br /> Mr. Brown then moved to amend the Ordinance in Section 30-48 (e), <br /> and Ms. Kissler seconded the motion. The amendment was read into <br /> the record as follows: <br /> .. (e) The fee for the CRFEC will be charged to the customer: <br /> (1) at the time of the notification (as specified in Section <br /> 30-48 1 (a); <br /> (2) the charge will be based on an estimate of anticipated sewer- <br /> age usage derived by the Director of Public Works using avail- <br /> able information at his disposal; <br /> ( 3) after a twelve-month period has expired, a revised CRFEC <br /> bill will be derived based on the formula specified in (d) <br /> of this section; and, <br /> (4) if the customer overpaid, he will be refunded the amount <br /> overpaid. If the customer underpaid, any deficiency will <br /> be due to the City 10 days after final determination and <br /> notice of the amount of deficiency." <br /> The Council voted unanimous approval of the amendment. <br /> The Council then voted on approval of the Ordinance on second read- <br /> ing, as amended, and on roll call the following vote was recorded: <br /> AYE: Brown, Farr, Craddock, Kissler, Kreczmer. <br /> NAY: Guerra. <br /> ABSTAIN: None. <br /> Mr. Guerra said he would like the Council to consider an amendment <br /> at third reading to make provision for the citizens who could not <br /> afford more than $30,000 to $40,000 for a home. Lupe Carbajahl ad- <br /> vised the Council there were probably not more than 40 to 50 I1R-l" <br /> homes in this price range in San Marcos. Ms. Kissler stated she <br /> would like to see an amendment in Section 30-45 to add churches, <br /> service stations and travel trailers. Mr. Brown asked Mr. Head if <br /> there was any cost savings in doing all of the project at once rather <br /> than in increments, and Mr. Head said yes. Mr. Brown stated the <br /> Council should consider biting the bullet and going with the total <br /> project rather than waiting, as the City does not have an option <br /> whether or not to have a sewer treatment plant. Bill Harrison, the <br /> City's bond consultant, said there is a limitation to the certifi- <br /> cates of obligation that can be issued. He said the City could le- <br /> gally issue $5 million in straight revenue COso He reviewed amorti- <br /> zation schedules and timetables for $1 million and $5 million. <br /> Mayor Craddock introduced for consideration adoption of a Resolution, <br /> the caption which was read as follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, CASTING VOTES FOR DIRECTORS OF THE <br /> HAYS COUNTY CENTRAL APPRAISAL DISTRICT FOR THE PER- <br /> IOD BEGINNING JANUARY 1, 1984 AND AUTHORIZING THE <br /> MAYOR OF SAID CITY TO SUBMIT SAME TO THE COUNTY <br /> CLERK OF HAYS COUNTY. <br />
