Please review "PROJECT SUMMARY PAGE 1", on <br />Page 9 o:f the Application Guide :for :further instructions. <br />------------------------------------------------------------- <br />Within the City o:f San Marcos, the Dunbar and Victory Gardens <br />neighborhoods are the most economically distressed. Compared <br />to the City in general, these neighborhoods have the greatest <br />concentrations o:f low income residents and the greatest <br />percentage o:f substandard and deteriorated housing. Compared <br />to the City as a whole, these neighborhoods also have the <br />most dramatic needs :for in:frastructure improvements including <br />street and drainage :facilities. <br />With the assistance o:f a TDoC grant in 1988, the City of: San <br />Marcos is in the process o:f improving streets and drainage in <br />in of: these neighborhoods. Also, since 1987, a local non <br />prof:it organization has assisted 110 f:aølilies in providing <br />gratis housing repairs to low income residents of: these <br />neighborhoods. Tö~ard this eff:ort, a total of: $190,000 o:f <br />building materials have been donated by private bene:factors <br />and a total o:f $20,000 in cash has been contributed by the <br />City o:f San Marcos. <br />According to the 1980 Census, 68 percent o:f the residents in <br />Dunbar and 74 percent of: those in Victory Gardens are low or <br />moderate income. Repeatedly, these residents have expressed <br />their desire to purchase their own homes and secure f:or <br />themselves and their :families, the "American Dream" o:f <br />homeownership. By and large, these :families have been unable <br />to secure :financing to purchase a home given their lower <br />incomes and insu:f:ficient credit ratings. During todays <br />..tight" mortgage market, it is even more unlikely that these <br />:families would get :favorable consideration :for a mortgage <br />loan at a local :financial institution. Many o:f the residents <br />of: Victory Gardens and Dunbar, represent generations o:f <br />:families who have lived in these communities. Many have <br />expressed the desire to stay in these areas where they have <br />established :family and social networks. The proposed <br />A:f:fordable Housing programs will allow ten <10> income <br />eligible :families to realize their dream o:f homeownership. <br /> 16 <br />
