Please review "PROJECT SUMMARY - PAGE 2", on Page 9 o£ the Application Guide £or £urther instructions. ------------------------------------------------------------- Although a speci£ic housing survey was not conducted, views expressed in public hearings held by the City o£ San Marcos, have underscored the need £or the construction o£ new, a££ordable housing £or recipients with low and moderate incomes. The City will contract with a neighborhood based, non pro£it organization to implement the a££ordable housing activity. There currently are non pro£it neighborhood organizations which provide gratis housing rehabilitation assistance to low income residents o£ the Dunbar and Victory Gardens neighborhoods. With assistance £rom private donat.ions and the City 0:£ San Marcos, these non pro£it organizations have been success£ul in responding to the housing rehabilitation needs o£ homeowners in the target area. The housing construction program will o££er an a££ordable alternative to individuals with low incomes unable to purchase decent standard housing through conventional means. The City o£ San Marcos will deed ,City-owned lots in the Victory Gardens and Dunbar neighborhood to a neighborhood based non pro£it organization selected through an RFP process, so that a minimum o£ 10 a££ordable homes can be constructed.
