Jim Byrn stated he was present representing the owner <br /> of the property, Joe Dobie, and that he would answer any questions <br /> the Council had. In response to Ms. Kissler's question, Mr. Byrn <br /> stated the property would be used for recreational vehicles and not <br /> for tied-down mobile homes. No one else wished to speak in favor <br /> or in opposition to the zoning change, so Mayor Craddock closed the <br /> public hearing. Mr. Farr moved for approval of the Ordinance on <br /> first reading and Ms. Kissler seconded the motion, which passed <br /> unanimously. <br /> Mayor Craddock introduced for consideration adoption of an Ordinance <br /> on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING SECTION 2-43 OF DIVISION 2, <br /> ENTITLED "TEXAS MUNICIPAL RETIREMENT SYSTEM" OF ARTICLE <br /> III, ENTITLED "CIVIL SERVICE AND EMPLOYEE BENEFITS" OF <br /> CHAPTER 2 OF THE CODE OF ORDINANCES OF SAID CITY BY <br /> AUTHORIZING AND ALLOWING, UNDER THE ACT GOVERNING THE <br /> TEXAS MUNICIPAL RETIREMENT SYSTEM, 'UPDATED SERVICE <br /> CREDIT' IN SAID SYSTEM FOR SERVICE PERFORMED BY QUALI- <br /> FYING MEMBERS OF SUCH SYSTEM IN THE EMPLOYMENT OF SAID <br /> CITY; AND ADDING A PARAGRAPH (b) TO SAID SECTION AUTHOR- <br /> IZING AND ALLOWING UNDER SAID ACT 'UPDATED SERVICE <br /> CREDIT' FOR SERVICE PERFORMED BY QUALIFYING MEMBERS <br /> OF SUCH SYSTEM WHO HAVE UNFORFEITED CREDIT FOR PRIOR <br /> SERVICE AND/OR CURRENT SERVICE WITH OTHER PARTICIPAT- <br /> ING MUNICIPALITIES BY REASON OF PREVIOUS SERVICE AND <br /> WHO WERE CONTRIBUTING MEMBERS ON JANUARY 1, 1983; <br /> AMENDING SECTION 2-44 OF SAID DIVISION AND SAID ARTI- <br /> CLE OF CHAPTER 2 OF SAID CODE; AND DECLARING AN EMER- <br /> GENCY. <br /> Mr. Brown moved for adoption of the Ordinance on emergency and Mr. <br /> Guerra seconded the motion. Gary Anderson of the Texas Municipal <br /> Retirement System was present and reviewed provisions of the Ordin- <br /> ance with the Council regarding the updated service credit and increase <br /> to annuitants and stated these were provisions that could be adopted <br /> annually by the Council. C. E. O'Bryant of the Heating and <br /> Air Conditioning Board was present and reviewed the suggested changes <br /> with the Council. After much discussion Mr. Brown requested more in- <br /> formation be presented to the Council regarding health hazards of use <br /> of fiberglass and the pros and cons of using various materials and <br /> the economics of the various materials prior to third reading of the <br /> Ordinance.
