<br /> 65 <br /> CONSULTANT SERVICES AGREEMENT <br /> SURVEY OF CITIZEN ATTITUDES <br /> CITY OF SAN MARCOS, TEXAS <br /> STATE OF TEXAS <br /> COUNTY OF HAYS <br /> 1. PARTIES: The City of San Marcos, Texas, a Texas Municipal <br /> Corporation (the "City"); and Dr. Richard L. Cole, Dr. Delbert A. <br /> Taebel, and Mr. Robert L. Wegner, professors with the Institute of <br /> Urban Studies at the University of Texas at Arlington (the <br /> "Consultant"). <br /> 2. SERVICES TO BE PROVIDED BY THE CONSULTANTS: <br /> ( a) The Consultants will conduct a survey of citizens of the <br /> City regarding a broad range of community issues. <br /> ( b) The Consultants, in conjunction and in close consultation with <br /> the City's Department of Planning and Development Services staff, <br /> Planning and Zoning commissioners, and other concerned officials and <br /> staff will develop an appropriate survey instrument, select a <br /> representative sample of households from the City, administer the <br /> survey to the sample, analyze the results, prepare and <br /> make available multiple copies of a written report, and make <br /> whatever oral presentation may be required. <br /> ( c) The precise structure and content of the survey instrument is <br /> to be determined following extensive consultation with Ci ty staff <br /> and officials. In general, it is understood that the survey is to <br /> measure citizen attitudes in several areas including economic <br /> diversification, community facilities, aquifer protection, <br /> ordinance enforcement, quality of life, and traffic congestion, and <br /> will be designed so as to help provide a basis for updating the city's <br /> Master Plan. <br />
