-2-
Previous surveys of community attitudes may be used as guides.
Additionally, items may be included on the survey that are similar to
those used in national polls (such as Gallup and the Inter-university
Consortium for Political and Social Research) and in state polls (such
as the Texas Poll) in order that the results found in the City may be
compared with national and state attitudes. The Consultants have
access to poll results making such comparisons possible.
(d) The Consultants will use a randomly selected sample of
approximately 600 households, or whatever number is necessary to ensure
at least 600 survey responses. Listing of households may be obtained
from the telephone directory, utility billings, and other sources.
( e) Following preparation of the survey and selection of the
sample, the Consultants will prepare and mail an introductory letter
signed by the Mayor of the City to each sample household. The
Consultants will also hire and train a survey crew of residents of
the City, and will provide Spanish language options as needed. This
process will be coordinated with the City's Department of Planning and
Development Services staff and the City Planning and Zoning Commission.
( f) The Consultants will mail the survey to each sample household.
The Consultant's survey crew will subsequently call each sample
household to remind them of their selection for participation in the
study, inform them of procedures for administration and completion of
the survey, and answer any questions they may have. The Consultant's
survey crew will thereafter make an in-person visit to each sample
household to collect the completed surveys.
