i. Prepare technical memo summarizing findings /recommendations <br />7. Identify flood management and regional detention solutions /prepare CIP program <br />a. Develop map illustrating problem areas for localized flooding, creek erosion, and <br />floodplain impacts. <br />b. Assess downtown district (100% impervious cover) and potential <br />opportu n ites/i m pacts <br />c. Coordinate with Habitat Conservation Plan (HCP) Water Quality Protection Plan <br />(WQPP), Watershed Protection Plan (WPP), and Corps of Engineers 210 <br />Program and obtain preliminary reports /model outputs /recommendations on <br />potential water quality projects. <br />d. Evaluate opportunities to prepare multi- objective (integrated) projects to address <br />flood, erosion, and water quality issues. Also consider parks and other potential <br />opportunities at each location. Incorporate into conceptual designs as needed. <br />e. Evaluate regional detention solutions to manage peak flood levels to potentially <br />mitigate existing flood problems and develop a regional stormwater management <br />program (fee -in- lieu). <br />f. Modify /finalize construction cost estimates based on multi- objective <br />opportunities. <br />g. Develop simple prioritization tool, obtain City feedback before applying. <br />h. Prioritize and rank all potential projects, include on project map <br />i. Using above evaluations and technical memos, prepare a comprehensive <br />drainage capital improvement program plan for a 20 -year horizon. <br />j. Review City's current operations and maintenance plan and apply to existing <br />drainage infrastructure and recommended 20 -year capital improvement program. <br />Focus is on minimizing future maintenance problems and easy to <br />operate /maintain facilities. <br />8. Programmatic and Funding /Project Financing Analysis <br />a. Review existing drainage utility approach and identify potential issues and <br />improvement opportunities <br />b. Review the potential of a regional stormwater program, operations, and fee <br />structure <br />c. Evaluate low impact development approaches in managing water quality and <br />stormwater flows and potential inclusion into drainage criteria manual and codes <br />d. Provide perspective on west side (recharge zone) and east side water quality <br />protection, potential different standards /criteria and benefits /impacts. <br />e. Review existing ordinances and drainage criteria manuals to evaluate <br />opportunities /corrections to improve how future development will manage <br />stormwater, lessen its impact on the receiving water courses, and minimize <br />maintenance requirements. <br />f. Evaluate capital program and input into City MS4 Program <br />g. Prepare technical memo summarizing the above findings /recommendations. <br />9. Report, Meetings, and Project Management <br />a. Prepare monthly progress reports <br />
