— Type A: Flood mitigations along these streams will be performed under the GBRA project,
therefore no additional effort is necessary.
— Type B : Each mitigation project from the 2007 FPP study will be updated for potential
mitigation projects using the revised hydraulic models. This will be a validation that the 2007
mitigation projects are valid with the updated hydraulic models. (8 Projects)
— Type C : Each stream will be evaluated for potential mitigation projects. These projects will be
discussed with the City to gain input and support before proceeding with conceptual plans. (3
Projects)
4.6. Conceptual Plans and Cost Estimations: Develop conceptual plans and opinions of probable
construction costs for the proposed flood mitigation projects. (10 Projects) For each selected project,
Halff will prepare a conceptual analysis of the flooding issues utilizing hydrologic and hydraulic
modeling as well as GIS data. One (1) concept mitigation plan will be prepared for each designated
project. A one (1) page base map exhibit and /or sketch of the subject area and proposed mitigation
design will be developed. This may exhibit may be CADD, GIS, or sketch. A narrative summary
(maximum 2 pages) of the proposed project that at minimum provides the project name, benefits of
implementation, history of flooding, environmental constraints, permitting requirements, potential
project partners, and conceptual opinions of probable construction costs.
— Type A: Nfinimal effort will be requited to ensure that the analysis from the GBRA study is
consistent with the analysis of the drainage master plan.
— Type B : Updates to the 2007 conceptual plans will be performed as necessary. Updates will
include the use of updated hydraulic models and updates for consistency with the drainage
master plan.
Type C : Conceptual plans and cost estimations will be generated for selected mitigation
projects.
4.7. Structure Inventory: Prepare structure inventory of stream crossings that identifies the frequency of
overtopping, the depth of overtopping, the average daily traffic counts (if available) and a
prioritization of this information for each structure. This format will be consistent with the GBRA
structure inventory.
Type A: A structure inventory will be prepared under the GBRA project, therefore no
additional work is necessary.
— Types B and C : Structures along each stream will be inventoried.
4.8. Flood iNIitigation Analysis Report: Following the completion of all flood mitigation tasks, a flood
mitigation report will be generated for use in the drainage master plan. This report will include
documentation of methodologies, assumptions, results, structure inventory, conceptual plans, and
cost estimations for all streams listed in Table 1.
TASK 5: STORM DRAIN SYSTEM ASSESSMENT
No effort will be performed by Halff under this task
TASK 6: RAPID CREEK EROSION ASSESSEMNT
To inventory storin water related issues in the City, this project includes a field reconnaissance effort
consisting of staff physically walking the creeks to identify and document issues. Field work will be
performed with an internet connected tablet computing device which allows for (1) instantaneous record
logging, (2) geocoded records and photographs and (3) field access to the City's existing mapping data. For
this task data will be directly posted to the Halff's ArcGIS Sever. Following completion of the field collection
process, Halff will deliver a copy of the database to the City.
Page 5of10 NO HALFFp
