6.1. Pre - Processing: Develop a beta version of the collection mobile data collection tool. fleet with City <br />staff to demonstrate and discuss function and comments. Address City comments regarding mobile <br />data collection application and finalize the custom tool. <br />6.2. Data Collection: Halff will train RPS staff on how to use the data collection tool. One Halff staff <br />member will assist RPS staff as necessary not to exceed 5 days. <br />TASK 7: CAPITAL IMPROVEMENT PLAN <br />At the completion of watershed assessments for the City's watersheds, Halff will compile the mitigation plans and <br />project rankings for the identified projects. With the City's assistance, RPS and Halff will develop a strategic <br />Capital Improvement Plan document. Halffls role will be to facilitate RPS as needed for the development of the <br />of this plan. <br />7.1. Assist in the development of a map or multiple maps that illustrates problem areas for localized <br />flooding, creek erosion, and floodplain impacts. <br />7.2. Assist in the evaluation of opportunities to prepare multi- objective (integrated) projects to address <br />flood, erosion, and water quality issues. These multi- objective projects will be incorporate into <br />conceptual designs as needed. <br />7.3. Assist in the development of a prioritization tool to compare and rank projects. <br />7.4. Assist in the preparation of the Drainage Master Plan in addition to the Hydrology, Hydraulic and <br />Alternative Analyses Reports. <br />TASK 8: PROGRAMMATIC AND FINANCAL ANALYSIS <br />No effort will be performed by Halff under this task. <br />TASK 9: REPORT AND MEETINGS (PROJECT MANAGEMENT) <br />Effective project management is a critical leadership and management function for a successful project. This task <br />consists of planning the project, executing the plan and making necessary adjustments or changes when needed, <br />as well as closing out the project when work has been successfully completed. The project manager shall be the <br />single point of contact for all correspondences. Halff will prepare monthly progress report, attend meetings, and <br />perform project management as necessary throughout the duration of the project. <br />TASK 10: SAN MARCOS WATERSHED PROTECTION PROGRAM MANAGEMENT <br />No effort will be performed by Halff under this task. <br />QA /QC <br />Throughout the project, to ensure that the final product satisfies the City of San Marcos, Halff Associates <br />shall implement its company prescribed procedures for quality assurance and quality control. At the <br />completion of each Task and prior to submittal to the City, Halff will have the report and supporting data <br />reviewed internally by a designated Quality Assurance Manager (QAyr). The QAM will be a professional <br />engineer licensed in the state of Texas. <br />The QATM will provide an independent review of each project task and deliverable. The QC review process <br />will include a review of survey data, hydrologic analysis, hydraulic analysis, and concept mitigation plans. <br />Reports will be reviewed for accuracy, neatness, uniformity, drafting, errors, omissions, conflicts, spelling, <br />grammar, completeness and conformance with the contract agreement. <br />FEMA SUMBITTAL (Tasks not included in proposal) <br />In order to submit this information to FEMA for a map update, additional work is necessary.
