<br /> EXHIBIT liB" - Page 1 of 2 <br /> SERVICE PLAN <br /> DESCRIPTION <br /> 50.158 acres of land in the Factory Shops Subdivision <br /> consisting of all of Lots 1, 2, and 8 and the portions of <br /> Lots 3, 4, 5, 6 and 7 not already within the City Limits. <br /> The location is the site of the San Marcos Factory Shops, <br /> owned by San Marcos Factory Stores, LTD. and VF Factory <br /> Outlet Incorporated. <br /> 1. Police Protection: <br /> Patrolling, response to calls and other routine police <br /> services using present personnel and equipment will be <br /> provided immediately on the effective date of <br /> annexation. <br /> 2. Fire Protection: <br /> Fire protection by the present personnel and equipment <br /> of the Fire Department, within the limitations of <br /> available able water, will be provided immediately on <br /> the effective date of annexation. A 12 inch water line <br /> will be installed by Elim Water Company to provide fire <br /> fighting capabilities. <br /> 3. Water and Sewer Facilities: <br /> Water service will be provided by Elim Water Co., a <br /> private water supply company, through facilities nearing <br /> the completion of construction. Sewer service will be <br /> provided by the City of Sa~ Marcos through a six-inch <br /> wastewater line, the construction of which is nearing <br /> completion. The City's water and wastewater utility <br /> extension policies may be summarized as follows: <br /> Where it is necessary, in order to properly <br /> serve a subdivision, that extension of <br /> existing city utilities be made outside the <br /> subdivision, which extensions are here <br /> referred to as "off-site improvements," the <br /> subdivider shall install such off-site <br /> improvements of such size as to adequately <br /> serve the area being subdivided at his own <br /> expense; however, if the city should require <br /> the construction of off-site improvements of <br /> a size greater than set out above, then the <br /> city shall within one year after date of <br /> approval of the final construction plans, <br />
