EXHIBIT liB" - Page 1 of 2 SERVICE PLAN DESCRIPTION 50.158 acres of land in the Factory Shops Subdivision consisting of all of Lots 1, 2, and 8 and the portions of Lots 3, 4, 5, 6 and 7 not already within the City Limits. The location is the site of the San Marcos Factory Shops, owned by San Marcos Factory Stores, LTD. and VF Factory Outlet Incorporated. 1. Police Protection: Patrolling, response to calls and other routine police services using present personnel and equipment will be provided immediately on the effective date of annexation. 2. Fire Protection: Fire protection by the present personnel and equipment of the Fire Department, within the limitations of available able water, will be provided immediately on the effective date of annexation. A 12 inch water line will be installed by Elim Water Company to provide fire fighting capabilities. 3. Water and Sewer Facilities: Water service will be provided by Elim Water Co., a private water supply company, through facilities nearing the completion of construction. Sewer service will be provided by the City of Sa~ Marcos through a six-inch wastewater line, the construction of which is nearing completion. The City's water and wastewater utility extension policies may be summarized as follows: Where it is necessary, in order to properly serve a subdivision, that extension of existing city utilities be made outside the subdivision, which extensions are here referred to as "off-site improvements," the subdivider shall install such off-site improvements of such size as to adequately serve the area being subdivided at his own expense; however, if the city should require the construction of off-site improvements of a size greater than set out above, then the city shall within one year after date of approval of the final construction plans,
