3. Events must not limit attendance by age, sex, race or other means, and must be held in the p rope r facilities so as not to limit spectators to a small number. 4. Sponsoring organizations must have tax-exempt status with a tax identification number. 5. Events must demonstrate examples of direct revenue to the community (other than hotel/motel tax revenues) either by: a. showing actual revenues generated from past events, or, b. potential revenues generated (first-time event). 6. Proceeds from any event receiving any type of funding assistance from the eVE must completely be channelled into the costs of operating that event for the next year. No other event(s) operated by the host organization may profit from the eVE's funding of a particular event. FUNDING CONSIDERATIONS: ----------------------- 1. These considerations are based on making a distinction between events and classifying them as either: a. new event - event has never existed in San Marcos ------- be fo re this attempt, or b. ~~~~!in~__~~~!!! - event which has been held in San Marcos at least one time be fo re this attempt. 2. All events and requests will be considered on a case-by-case basis. Special extenuating circumstances (weather, natural disasters, etc.) will be taken into consideration each year as requests are made. NEW EVENTS: ---------- 1. Must provide complete disclosure of all financial resources, in-kind services, proposed budget, for complete evaluation by the eVE. 2. May apply for direct support or underwriting the first year of the new event. 3. May apply for loan support for every year after the first year through the fourth year of the event. The first-year amount granted becomes the event's base figure and, each year a fte 1" the first year for which loan application is made, the base amount is reduced by 25%, with the understanding that complete underwriting amount will be repaid each year to the hotel/motel fund immediately after the event. 4. In the event an underwriting is not repaid, no application for underwriting assistance may be made for four years or until the loan is paid in full, whichever comes first. (Exceptions may be made because of natural disasters and circumstances beyond control which may affect outcome of events.) Page 2.
