<br /> 3. Events must not limit attendance by age, sex, race or other <br /> means, and must be held in the p rope r facilities so as not to <br /> limit spectators to a small number. <br /> 4. Sponsoring organizations must have tax-exempt status with a <br /> tax identification number. <br /> 5. Events must demonstrate examples of direct revenue to the <br /> community (other than hotel/motel tax revenues) either by: <br /> a. showing actual revenues generated from past events, or, <br /> b. potential revenues generated (first-time event). <br /> 6. Proceeds from any event receiving any type of funding <br /> assistance from the eVE must completely be channelled into <br /> the costs of operating that event for the next year. No other <br /> event(s) operated by the host organization may profit from <br /> the eVE's funding of a particular event. <br /> FUNDING CONSIDERATIONS: <br /> ----------------------- <br /> 1. These considerations are based on making a distinction <br /> between events and classifying them as either: <br /> a. new event - event has never existed in San Marcos <br /> ------- <br /> be fo re this attempt, or <br /> b. ~~~~!in~__~~~!!! - event which has been held in San <br /> Marcos at least one time be fo re this attempt. <br /> 2. All events and requests will be considered on a case-by-case <br /> basis. Special extenuating circumstances (weather, natural <br /> disasters, etc.) will be taken into consideration each year <br /> as requests are made. <br /> NEW EVENTS: <br /> ---------- <br /> 1. Must provide complete disclosure of all financial resources, <br /> in-kind services, proposed budget, for complete evaluation by <br /> the eVE. <br /> 2. May apply for direct support or underwriting the first year <br /> of the new event. <br /> 3. May apply for loan support for every year after the first <br /> year through the fourth year of the event. The first-year <br /> amount granted becomes the event's base figure and, each year <br /> a fte 1" the first year for which loan application is made, the <br /> base amount is reduced by 25%, with the understanding that <br /> complete underwriting amount will be repaid each year to <br /> the hotel/motel fund immediately after the event. <br /> 4. In the event an underwriting is not repaid, no application <br /> for underwriting assistance may be made for four years or <br /> until the loan is paid in full, whichever comes first. <br /> (Exceptions may be made because of natural disasters and <br /> circumstances beyond control which may affect outcome of <br /> events.) <br /> Page 2. <br />
