<br /> PART IV <br /> PROJECT NARRATIVE <br /> San Marcos Municipal Airport occupies an important place in the Central Texas system of airports. It's <br /> prime location, at the midpoint between San Antonio and Austin, makes it uniquely situated to absorb an <br /> increasing share of general aviation activity in the region. In 1986, a full Instrument Landing System (ILS) <br /> was installed on the approach to Runway 12. The recently updated Airport Master Plan shows that the <br /> aircraft activity at San Marcos Municipal Airport is forecast to increase from the current 75,000 annual <br /> operations in 1987 to approximately 219,621 by the year 2005. <br /> In view of the Airport's geographic location and the increased level of activity projected for the airport, a <br /> major program of aviation facility preservation and improvement focusing on the reconstruction of existing <br /> runways and taxiways has been ongoing during the past five years; focusing upon the FAA-funded <br /> reconstruction of Runway 12-30, the construction of parallel taxiways, and the installation of precision <br /> instrument approach capabilities to Runway 12. <br /> In September of 1981 the FAA funded a replacement of the existing Runway 12-30 lighting system with <br /> a new medium intensity runway lighting system. In November, 1982 a notice to proceed with construction <br /> was issued and in July, 1983 a final inspection was held with subsequent approval, acceptance and close <br /> out of the grant. <br /> In early October, 1990 the Runway 12-30 lighting system began having significant runway light failures <br /> including failure of the existing 7 1/2 KW regulator. Escavation of several of the runway light transformers <br /> revealed that the transformer leads have insulation eaten through in several locations by fire ants exposing <br /> the bare wiring, causing the transformers to short out and fail. With numerous light failures, the regulator <br /> was subsequently damaged. <br /> The City has engaged an electrical contractor to perform a temporary repair until total system rehabilitation <br /> can occur. <br /> The City requests FAA participation in the immediate rehabilitation of the system. The City intends to enact <br /> a pest control program partially through the use of Brooks boxes to house the light transformer and pest <br /> control material. <br /> The City is requesting the FAA participate in this rehabilitation of the lighting system in FY90. <br /> Item No.1 - Rehabilitate Runway 12-30 M.I.R.L. with replacement of light transformers, adding Brooks <br /> boxes, ant kits, replacing the 7 1/2 KW regulator, testing all runway buried cable for continuity and, if <br /> necessary, replacing any damaged cables. This project is necessary to maintain the ILS Runway 12-30 <br /> in a safe and operational condition. <br />
