<br /> -3- <br /> (2) give or serve all notices required by law or by the <br /> By-Laws; <br /> (3) prepare the agenda for all meetings of the <br /> Commission; <br /> (4) be custodian of the Commission records; and <br /> (5) inform the Commission of correspondence relating to <br /> the business of the Commission and respond to such <br /> correspondence as directed by the Commission. <br /> ARTICLE V <br /> MEETINGS <br />Section 1. The regular meetings of the Commission shall be held <br />on the second and last Tuesday of each month at 7:30 p.m. <br />Section 2. The Commission shall meet jointly with the Zoning <br />Commission on the third Tuesday of each month at 7:30 p.m. <br />Section 3. The aforementioned meetings may be canceled by the <br />Planning and Development Services Department with the consent of <br />the chair if both of the following criteria are met: <br />A. No new items requiring the Commission's attention have been <br /> submitted by the public as of noon Monday, two weeks prior <br /> to any meeting date; and <br />B. If the Chair, a majority of the Commission membership, or <br /> the Planning and Development Services Department staff have <br /> not submitted any items for discussion as of seven (7) days <br /> prior to any meeting date. <br />Section 4. Additional meetings may be held at any time upon the <br />call of the Chair or by a majority of the membership of the <br />Commission or upon request of the City Council following at least <br />twenty-four (24) hours notice to each member of the Commission. <br />Section 5. The Commission shall establish a set of procedures <br />for the conduct of Commission meetings and Public Hearings. These <br />procedures shall be reviewed annually in November of each year. <br />When these procedures conflict in any way with the parliamentary <br />authority described in Article VII, these procedures shall take <br />precedence. <br />Section 6. Voting by all members, including the Chair, is to be <br />by oral vote and the order of voting is to be rotated with each <br />item. <br />Section 7. Any member of the Planning commission who has a <br />conflict of interest concerning any matter that is on the <br />Planning Commission agenda shall communicate such concerns to the <br />acting Chair, voluntarily excuse himself, vacate his seat, and <br />refrain from discussing and voting on said item. <br />Section 8. Any member of the Planning Commission who has <br />knowledge of the fact that he will not be able to attend a <br />scheduled meeting of the Planning Commission shall notify the <br />Planning and Development Services Department at City Hall at the <br />earliest possible opportunity, and, in any event, prior to 5:00 <br />p.m. on the date of the meeting. The Planning and Development <br />Services staff shall notify the Chair of the Commission in the <br />event that the projected absences will result in the lack of a <br />quorum. <br />
