<br /> <br />December 17, 1990 <br />Legislative Initiatives by the City of San Marcos: <br />1. Edwards Aquifer regional management plan in conjunction with <br /> the outcome of mediation or recommendations of the Special <br /> Legislative Committee on the Edwards Aquifer. <br />2. Legislation to establish a Municipal Court of Record for the <br /> City of San Marcos with appointed judges. <br />3. Amending the TABC code to establish a distinction between <br /> licenses for businesses serving on-premise alcoholic <br /> beverages and drive-through businesses selling alcoholic <br /> beverages that are opened on site, such as kegs of beer. <br />4. Legislation to return the control and regulation of towing <br /> services and vehicle storage facilities to municipalities <br /> from the state. <br />5. Legislation to prohibit County Appraisal Districts from using <br /> distress sale values for taxation purposes on property sold <br /> due to bankruptcies, property auctions by federal or state <br /> regulators, or bank sales; and requiring County Appraisal <br /> Districts to conduct independent appraisals based on non- <br /> distress market values. <br />Legislation which the City of San Marcos will SUPPORT: <br />1. Amendments to the Texas Local Government Code Chapter 143 <br /> (Municipal Civil Service Act) relating to the qualifications, <br /> procedures and decisions of hearings examiners to restore <br /> proper and effective management to police and fire <br /> departments. <br />2. Legislation for legislative redistricting to assure effective <br /> representation of San Marcos and Hays County. <br />3. Legislation to require the state to provide funding for <br /> state-mandated programs and regulations. <br />4. Legislation to allow municipalities to enter into <br /> construction contracts even though formal funding is not <br /> physically in place. This would allow Texas cities to take <br /> advantage of the arbitrage rebate rules for relief from <br /> penalties so long as prescribed percentages of the project <br />City Hall. 630 East Hopkins.
