<br />City of San Marcos <br />Legislative Program <br />Page 2 <br /> are completed on certain dates after bond issuance. <br /> Commitment to a bond sale should be sufficient to show good <br /> faith. Texas is the only state that requires full funding at <br /> the time of contract. <br />5. Legislation to increase the statutory limit for competitive <br /> bidding for cities under 50,000 from $5,000 to $10,000. <br />6. Legislation to provide an exception to the competitive <br /> bidding requirements for the purchase of unmarked police <br /> vehicles. <br />7. Legislation to establish new funding sources for the Texas <br /> Parks and Wildlife Grant Program beyond cigarette taxes and <br /> to allow programs to include the construction of indoor <br /> recreation centers. <br />8. Legislation to promote litter abatement, reduction in solid <br /> waste generation and recycling, with expanded appropriations <br /> to the Texas Beach Cleaning Program. <br />9. Level 4 funding for the Texas Library Systems through the <br /> Texas State Library. <br />10. Amendments to the State Water Conservation Program and <br /> plumbing codes to require ultra low-flow (ULF) toilets (1. 6 <br /> gallons) and water conserving plumbing fixtures as a <br /> condition of service for new construction and remodeling <br /> construction increasing the flopr space of a structure by <br /> 25%. <br />11. Legislation permitting cities to favor qualified MBE/WBE <br /> contractors in consideration of awarding contracts in the <br /> competitive bidding process. <br />12. Legislation permitting municipalities to regulate the <br /> consumption of alcoholic beverages and the possession of open <br /> alcoholic beverages in city-owned parks and on the sidewalks, <br /> streets and property owned by a city. <br />13. Amend the Water Code to eliminate the Texas Water <br /> Commission's jurisdiction to review a city's approval or <br /> denial of applications for planned unit developments in its <br /> extraterritorial jurisdiction. <br />14. Establish a user fee collection of 3 to 7 cents state sales <br /> tax on every gallon of aircraft fuel with revenue to be used <br /> for aviation purposes through the Texas Department of <br /> Aviation. <br />
