<br /> ï3 <br /> STATE OF TEXAS <br /> HAYS COUNTY <br /> CONTRACT FOR PROFESSIONAL SERVICES <br /> WHEREAS, the City of San Marcos, Texas, desires to implement a <br /> Community Development Project under general direction of the Texas <br /> Department of Commerce (TDoC) for wastewater, street and drainage <br /> improvements in the Dunbar and Victory Gardens neighborhoods; and, <br /> WHEREAS, the City desires to engage Hayes-Eaglin-Waters to render <br /> certain services in connection with said Community Development Project; <br /> now, therefore, <br /> WITNESSETH: <br /> THIS AGREEMENT, is entered into this l3 day of March , <br /> 1989, by and between the CITY OF SAN MARCOS, State of Texas <br /> (hereinafter called "CITY"), and HAYES-EAGLIN-WATERS (hereinafter <br /> called "HEW") for consulting services to be provided to City by HEW in <br /> connection with the implementation of the City's community development <br /> grant project in the Dunbar and Victory Gardens neighborhoods. <br /> 1. <br /> SCOPE OF WORK <br /> HEW will serve as a liason between City and Texas Department of <br /> Commerce on matters relating to the administration of the Community <br /> Development Grant Project. In that regard HEW shall provide the <br /> following services: <br /> A. Financial Management Assistance--HEW shall assure that all <br /> special conditions of the City's contract with the TDoC <br /> regarding financial management including requirements for the <br /> implementation and maintenance of an accounting system, are <br /> met in a timely manner and kept current throughout the life of <br /> the contract; prepare all forms for drawdown requests as work <br /> demands and submit to the proper agency for processing; keep a <br /> journal of transactions made with funds drawn on the grant <br /> account and of contributions for the City's required matching <br /> funds; respond to questions of fiscal management by the state <br /> inspectors or independent auditors. <br /> B. Record-keeping and Reporting--HEW shall assure all records <br /> are kept and ready for review according to the procedures <br /> recommended by the TDoC prepare all reports as required by the <br /> TDoC; for review by City officials and submit them to TDoC; <br /> prepare all necessary correspondence, contract and/or budget <br /> amendments, findings, responses and other documents incidental <br /> to the project. <br /> C. Environmental Clearances--HEW shall conduct an environmental <br /> assessment of the project as required by TDoC and prepare the <br /> appropriate notices and documentations for a Release of Funds. <br />
