RESOLUTION AND ORDER NO. 03-89-106 Authorizing execution of an Interlocal Cooperation Agreement among the Edwards Underground Water District and other participating regional governmental entities for the purpose of undertaking cooperative efforts for regional water planning and implementing legislation, and approving the contribution of funds to the administrative agency created by such Agreement. WHEREAS, the Edwards Underground Water District, the City of San Antonio and other governmental entities in the Edwards Aquifer region have cooperated in developing proposed legislation generally consistent with the groundwater management principles of the Regional Water Resources Plan approved by the District on September 13, 1988; and WHEREAS, the substantial form of the proposed legislation has been approved by the District by prior action of this Board; and WHEREAS, such governmental entities desire to cooperate in efforts leading to the adoption of the proposed legislation by the Texas Legislature and in efforts and activities related to regional water planning; and WHEREAS, such governmental entities desire to establish an administrative agency, pursuant to the provisions of TEX. REV. CIV. STAT. ANN. art 4413(32c) the IIInterlocal Cooperation Act" (the II Ac t II ), for the purposes of coordinating such cooperative efforts and activities and for receiving contributions of funds to be expended in support of such efforts and activities; and WHEREAS, an Interlocal Cooperation Agreement (the IIAgreement"), a copy of which is attached hereto and incorporated herein as Exhibit A, has been proposed to establish such an agency for such purposes; and WHEREAS, this Board of Directors has determined that it is in the interest of the District to enter into such Agreement and to authorize the contribution of funds to the administrative agency created thereby for use as provided in the Agreement;
