<br /> 124 <br /> RESOLUTION 1989-33R <br /> A RESOLUTION OF THE CITY COUNCIL OF THE <br /> CITY OF SAN MARCOS, TEXAS, AUTHORIZING <br /> THE CITY MANAGER TO SEEK REQUESTS FOR <br /> QUALIFICATIONS FROM ARCHITECTURAL AND <br /> ENGINEERING CONSULTANTS RELATING TO THE <br /> RECONSTRUCTION OF RUNWAY 8-26 AND OTHER <br /> IMPROVEMENTS AT THE SAN MARCOS MUNICIPAL <br /> AIRPORT, AUTHORIZING THE USE OF FAA <br /> GUIDELINES IN THE SELECTION PROCESS AND <br /> DECLARING AN EFFECTIVE DATE. <br /> WHEREAS, the City of San Marcos has submitted a <br /> pre-application for federal funding through the Federal Aviation <br /> Administration for improvements to the San Marcos Municipal <br /> Airport including the reconstruction of Runway 8-26, construction <br /> of new MIRL and REIL for reconstructed Runway 8-26 and <br /> supplemental non-lighted wind cones, the reconstruction of taxiway <br /> "A," and the reconstruction of Taxiway "B"¡ and, <br /> WHEREAS, said improvements are necessary due to the rapid <br /> deterioration of said runway and taxiways at said Airport¡ and, <br /> WHEREAS, the Federal Aviation Administration has promulgated <br /> procedures to ensure that the selection of an architectural and/or <br /> engineering consultant is "made on the basis of fair negotiations <br /> and equitable fees and through selection procedures that are <br /> professionally acceptable, insure maximum open and free <br /> competition, and avoid any suggestion of unfair or unethical <br /> conduct¡" now, therefore, <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS: <br /> PART L That the City Manager of the City of San Marcos is <br /> hereby authorized to seek requests for qualifications from <br /> interested architectural and engineering firms for consulting and <br /> design services in connection with the purpose of the <br /> reconstruction of Runway 26 and other improvements at the San <br /> Marcos Municipal Airport. <br /> PART 2. That the City of San Marcos will be guided in its <br /> selection process by the procedures outlined and discussed in FAA <br /> Advisory Circular lSØ/SIØØ-14, Chapter 2, a copy of which is <br /> attached hereto and incorporated herein in its entirety as though <br /> recited verbatim. <br /> PART 3. That the City Manager shall be responsible for <br /> advertising for requests for qualifications as per the guidelines <br /> noted above. <br /> PART 4. That the San Marcos Airport Commission shall act as <br /> a review and evaluation board after receipt of the qualifications <br /> from interested architectural and engineering firms and that it <br /> shall make its recommendation to the City Manager and to the City <br /> Council which will then select an architectural and engineering <br /> firm for the project, contingent on approval of that selection by <br /> the Federal Aviation Administration. <br /> PART 5.
