<br /> AC lS0/S100-14A 2/7/85 <br /> (2) Where incidental services are to be performed that are not in <br /> conjunction with AlE services and that do not require an engineering interpretation <br /> or analysis, the services must be procured using a procedure where price is a <br /> selection factor, unless precluded by state or local laws. <br /> d. Planning Studies. <br /> (1) Planning studies that require the expertise of an architect or <br /> engineer may be procured using competitive negotiation procedures where price may <br /> or may not be used as a selection factor. <br /> (2) . 'aaning studies, such as financial and environmental studies that <br /> do not require tn, ~xpertise of an engineer or architect must be procured using <br /> competitive negotia~ion procedures that include price as a factor. <br /> 6. SELECTING ORGANIZATION. <br /> a. Within the sponsor's organization, an administrative policy should be <br /> established for designating persons authorized to select or recommend consultants <br /> for various assignments. The persons designated may include the administrator, or <br /> the department head, to be supplemented by others making up a selection board. The <br /> persons empowered to make the selection must be kept free of pressures, both <br /> internal and external. <br /> b. The usual procedure :or selecting consultants is to use a selection board <br /> of, at least, three persons, one of wham should be an engineer, airport planner, or <br /> other professional knowledgea~2e of the service required. For projects that have <br /> special design requirements or are particularly complex, the selection board should <br /> have additional tecrJlical members. The board should be prepared to evaluate <br /> potential consultants, i.e., conduct interviews and inquiries as desired, and make <br /> recommendations. Based upon the recommendations of the board, the administrator or <br /> the governing body should make the final selection of the consultant(s). <br /> 7. POLICY FOR SELECTION. The selection of consultants should be based on a <br /> comyarative analysis of the professional qualifications necessary for satisfactory <br /> ~~rformance of the service required. Moreover, the selection process should <br /> ;!"".tisfy requirements for open and free competition. Sponsors may procure a <br /> 1sultant for several grant projects through one procurement action provided the <br /> following conditions are met: <br /> a. The consultant is selected using either of the competitive negotiation <br /> procedures described in paragraph 9. <br /> b. All parties competing for the work are advised that the work will be <br /> acco~Qlished over the course of several grant projects. The expected schedule of <br /> projects must be defined, together with the scope of work and the required <br /> services. The scope of work should be described in sufficient detail so that all <br /> parties ar~ adequately informed of the items to be accomplished. <br /> Chap 2 <br /> 6 Par 5 <br />
