-1)- ( 15) All parts of an outdoor parking lot not occupied by parking spaces or driveways shall be landscaped with grass, shrubs, ground cover, and/or paved pedestrian paths. The following additional requirements are intended not only to improve the appearance of large paved areas, but also to provide for adequate circulation and drainage, to freshen the air, and to help moderate wind, noise, and temperature extremes. ( a) All outdoor parking areas having spaces for more than 20 vehicles shall have landscaping within the perimeter of the parking area equal in area to not less than five percent of the total paved area. (b) No parking space shall be located more than 70 feet from a portion of the required landscaping. ( c) One tree of at least 2-1/2" caliper in size shall be provided for each 250 square feet of landscaping required within the parking area. ( d) Required or provided landscaping shall not obstruct the view of any backing areas or turning areas in such a way as to create a hazard. (e) All required or provided landscaping and trees shall be maintained in a clean, safe, and healthy condition. ( f) The landscaping required in this paragraph shall be provided in addition to the screening requirements of paragraph 14, above, but may be counted toward any applicable landscaping and buffering requirements of Section 38. (g) The requirements of (a), (b), and (c) above, do not apply to vehicle display, storage, or loading areas for businesses which sell or service vehicles, or for industries which require parking areas specifically for large trucks. PART 16. That Appendix A-General Zoning Ordinance, Section 41(C)(4)(b) be amended to read as follows: Sec. 41. Board of Adjustments. . . . (C) Powers of Board of Adjustments: The Board of Adjustments shall have the following powers: ( 4) In hearing and deciding appeals, to grant special exceptions in the following instances: (b) Waive or reduce the parking and loading requirements in an amount not exceeding 33% of the normal requirement in any of the districts for one or more of the situations listed below, whenever the character or use of the building is such as to make unncessary the full provisions of parking or loading facilities, or where such regulations would impose an unreasonable hardship upon the use of the property, as contrasted with merely granting an advantage or a convenIence: (1) housing specifically designed and intended for use by the elderly, disabled, or other occupants typically having a lower expectation of automobile ownership; ( 2) adaptive reuse or restoration of an historically or architecturally significant structure;
