<br /> -1)- <br /> ( 15) All parts of an outdoor parking lot not occupied by <br /> parking spaces or driveways shall be landscaped with <br /> grass, shrubs, ground cover, and/or paved pedestrian <br /> paths. The following additional requirements are <br /> intended not only to improve the appearance of large <br /> paved areas, but also to provide for adequate <br /> circulation and drainage, to freshen the air, and <br /> to help moderate wind, noise, and temperature <br /> extremes. <br /> ( a) All outdoor parking areas having spaces for more <br /> than 20 vehicles shall have landscaping within <br /> the perimeter of the parking area equal in area <br /> to not less than five percent of the total paved <br /> area. <br /> (b) No parking space shall be located more than 70 <br /> feet from a portion of the required landscaping. <br /> ( c) One tree of at least 2-1/2" caliper in size shall <br /> be provided for each 250 square feet of <br /> landscaping required within the parking area. <br /> ( d) Required or provided landscaping shall not <br /> obstruct the view of any backing areas or turning <br /> areas in such a way as to create a hazard. <br /> (e) All required or provided landscaping and trees <br /> shall be maintained in a clean, safe, and healthy <br /> condition. <br /> ( f) The landscaping required in this paragraph shall <br /> be provided in addition to the screening <br /> requirements of paragraph 14, above, but may be <br /> counted toward any applicable landscaping and <br /> buffering requirements of Section 38. <br /> (g) The requirements of (a), (b), and (c) above, do <br /> not apply to vehicle display, storage, or loading <br /> areas for businesses which sell or service <br /> vehicles, or for industries which require parking <br /> areas specifically for large trucks. <br />PART 16. That Appendix A-General Zoning Ordinance, Section <br />41(C)(4)(b) be amended to read as follows: <br />Sec. 41. Board of Adjustments. <br />. . . <br />(C) Powers of Board of Adjustments: The Board of Adjustments <br /> shall have the following powers: <br /> ( 4) In hearing and deciding appeals, to grant special <br /> exceptions in the following instances: <br /> (b) Waive or reduce the parking and loading <br /> requirements in an amount not exceeding 33% of the <br /> normal requirement in any of the districts for one <br /> or more of the situations listed below, whenever <br /> the character or use of the building is such as to <br /> make unncessary the full provisions of parking or <br /> loading facilities, or where such regulations <br /> would impose an unreasonable hardship upon the use <br /> of the property, as contrasted with merely <br /> granting an advantage or a convenIence: <br /> (1) housing specifically designed and intended for <br /> use by the elderly, disabled, or other <br /> occupants typically having a lower expectation <br /> of automobile ownership; <br /> ( 2) adaptive reuse or restoration of an <br /> historically or architecturally significant <br /> structure; <br />
