A comprehensive remedial action plan <br />would be designed and submitted to the TWC and the TACB for approval. <br />Field studies would be performed to confirm the applicability and to <br />provide the necessary design data for a full scale system. Requlatory <br />approval would again be sought. Construction and startup would <br />immediately proceed. Operation would continue until cleanup of the site <br />and groundwater was accomplished. <br />Remove the contaminated backfill from around Tank 3 and upgrade the <br />tanks and lines. <br />A preliminary evaluation has been done on the feasibility of the <br />remedial options. This is shown in the attached Table 5. <br />All work will be performed to be consistent with EPA's rules as <br />currently set forth and in effect today and with the TWC <br />procedures/rules published March 10, 1989. <br />12.0 SCHEDULE <br />The proposed schedule is shown in Table 6. This schedule can be <br />accelerated if necessary. There will be an increase in cost due to <br />inherent inefficiency. The resources necessary including people and <br />equipment are available for dedication to this cleanup. <br />13.0 COST <br />The cost of performing this work is estimated in Table 7. The actual <br />cost estimate will become more predictable as each stage is completed. <br />Invoicing will be on a time and materials basis according to the <br />schedule and t~rms contained in the contract. The inherent nature of <br />this project with its uncertainties from quantity, extent of <br />contamination, total amount spilled, r~qulatory uncertainty require <br />that the work be performed on a time and materials basis. <br />171 Logan ".ó)I d .
