<br /> EXHIBIT A <br />SAN MARCOS TRANSPORTATION AND ECONOMIC DEVELOPMENT PROGRAM <br /> SCOPE OF SERVICES <br />Part I Economic Development <br /> Task 1 Organize a transportation and economic development <br /> institute, or task force. <br /> Task 2 Inventory prime business location sites and existing <br /> major employers in Hays County. <br /> Task 3 Coordinate cconomi-c development-related transporta- <br /> tion planning activities of all agencies. <br /> Task 4 Organize and coordinate all relevant groups to <br /> achieve consensus on data, methodology, <br /> transportation needs, feasibility, and economic <br /> development needs. <br />:-t II San Marcos Mobility Plan <br /> Task 1 Gather data from previous transportation, land use <br /> and master plan studies from city, county, state, <br /> regional and private sector sources. Data will <br /> include population, employment, land use, housing, <br /> development plans, and financial history. <br /> Task 2 Map and gather benchmark data on major thoroughfares <br /> in San Marcos and its ETJ. Data will include <br /> functional classification, previous traffic volumes, <br /> current traffic volumes, railroad crossings, and <br /> other grade separations. An overall traffic counting <br /> program will be initiated to obtain current data <br /> sufficient for the running of the Quick Response <br /> Model (See Task 5) and to obto.in at least one count <br /> on each major thoroughfare. <br /> A map for the display of data and the final plan will <br /> be developed. Mapping previously completed for the <br /> Quick Response Modeling, city mapping and county <br /> mapping will all be evaluated to select the most <br /> desirable mapping approach to be included in the <br /> mobility plan. <br /> 1 <br />
