<br />Task 3 Survey the San Marcos population for travel patterns <br /> and transportation attitudes. The general population <br /> will be surveyed by mail. Special distribution of <br /> surveys to students may be achieved in conjunction <br /> with registration or other activities. <br />Task 4 Establish benchmark capacity and level of service <br /> standards to be used in the mobility plan. These <br /> will be based on standards typical of other mobility <br /> studies and SDHPT. This task will also serve as the <br /> firs t item in achieving a local consensus for the <br /> data and the subsequent plan recommendations. <br />Task 5 Prepare a traffic forecast for major thoroughfares in <br /> San Marcos. The previous city efforts with the Quick <br /> Response Model (QRM) will be adopted, the modeling <br /> completed, and forecasts for 1995 and 2000 prepared. <br />Task 6 Determine the demand Ear thoroughfare improvements by <br /> link immediately, for 1995 and for 2000 using <br /> existing data, development plans, city master plan, <br /> forecasts and standards selected in Task 4. <br />Task 7 Determine transit needs for the San Marcos community <br /> includ.;ing SWT State University. Included will be a <br /> thorough review of the existing S~7 shuttle transit <br /> program, scenarios for improvements to service, <br /> efficiency of the transit program, and on-CClf;¡pUS <br /> parking needs, and a thorough review of potential <br /> cost savings to the University through the <br /> implementation of a publicly financed transit service <br /> which include both university shuttle requirements <br /> and the needs of the entire San Marcos community. <br />Task 8 Estimate costs for implementing thoroughfare and <br /> transit improvements in 1989 dollars, exclusive of <br /> right-of-w<3.Y. The unit costs will represent a <br /> consensus from recent city, county, universi.ty and <br /> SDIlPT projects in the arca. <br />Task 9 Evaluate historic, current, .qnd potential financial <br /> resources to implement needed improvements. <br />Task 10 Prepare an overall mobility strategy encompassing <br /> improvements, implementation. responsibilities, <br /> financing, cost efficiency, and inter-a.gency <br /> coordination. <br />Task 11 Prepare a final report documenting data, methodology, <br /> findings, recommendations, and strategies. A set of <br /> camera-ready originals of the report will be <br /> presented to the city for reproduction é1nd <br /> distribution é1S desired. <br /> 2 <br />
