<br /> S-ll!HJAN MARCOS MUNICIPAL AIRPORT <br /> July 26, 1989 <br /> lliŒŒŒGWŒtID <br /> Mr. Larry Gilley JUL 26 1969 <br /> City Manager <br /> City of San Marcos CITY of SAN MARCOS <br /> 630 East Hopkins street <br /> San Marcos, TX 78666 ADMINISTRATION <br /> Dear Mr. Gilley <br /> The following is provided in response to your request for comment <br /> and/or recommendations about the Sunset Advisory Commission's report <br /> on airport committees, boards, commissions, et. al.: <br /> I. Airport Minority Business Enterprise (MBE) Committee. This <br /> committee was apparently formed in order to comply with a Federal <br /> Aviation Administration (FAA) MBE Program. It has not met since, at <br /> least, 1986. As I interpret the Sunset Advisory Commission report, <br /> they recommend that the Airport MBE Committee be abolished. <br /> Recently, the FAA has replaced their MBE Program with a new <br /> Disadvantaged Business Enterprise (DBE) Program. In reviewing the <br /> DBE Development Kit provided to me by the FAA, I find no current <br /> requirement for any standing committee to implement this program. <br /> Therefore, based on my experience at the airport since 1986 and my <br /> understanding of the FAA's present requirements, I concur with <br /> Sunset Advisory Commission's recommendation. <br /> 2. San Marcos, Martindale~ Caldwell County, Hays County, <br /> Guadalupe County Joint Airport Zoning Board. My records show that <br /> this Board was formed in 1984 to adopt, administer, and enforce <br /> airport zoning regulations. It has not met since, at least, 1986. As <br /> I understand the Sunset Advisory Commission report concerning this <br /> Board, they recommend that the Board be retained and a meeting be <br /> held at least yearly~ The Joint Airport Zoning Board appears to be a <br /> vehicle to allow us exercise powers authorized by the Texas Airport <br /> Zoning Act to control and/or abate off-airport hazards that impact <br /> our airport. Although we have had no recent need for their <br /> assistance, it appears that the Board does serve a valid purpose. I, <br /> therefore, concur that the Board should be retained; I also concur <br /> that a yearly meeting is valid recommendation. I have discussed the <br /> possibility of a combinded meeting with the San Marcos Airport <br /> Commission with Airport Commission Chairman John Anderson, and this <br /> is on the Chairman's agenda for Commission consideration. <br /> 630 E.
