George Boeker advised the utilities can <br />connect with Bishop Street. Mr. Kraus advised he was giving a <br />100-foot easement through the property for a loop around the City. <br />No one else wished to speak in favor or in opposition to the zoning <br />request, so Mayor Craddock closed the public hearing. Mr. Farr <br />moved for approval of the Ordinance on first reading and Mr. Brown <br />seconded the motion, which passed unanimously. <br />Mayor Craddock opened a public hearing to consider approval of a Zon- <br />ing Ordinance on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br /> WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br /> OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER <br /> 29, 1980 (VOL. 54) BY REZONING LOT NOS. NINETY-SIX <br /> (96) AND NINETY-SEVEN (97), PARK ADDITION THIRD DIVI- <br /> SION, A/K/A 926 CHESTNUT STREET AND 925 N. L.B.J. DRIVE, <br /> RESPECTIVELY, FROM "R-l" (SINGLE-FAMILY DWELLING DIS- <br /> TRICT) TO "D" (MULTI-FAMILY DWELLING DISTRICT). <br />Mayor Craddock asked in anyone wished to speak in favor of the zonlng <br />request. Jerry Klossner was present as a representative of the owner <br />of the property, Matalee Grusendorf, and requested the matter be <br />tabled because Pud Rutledge who was out of town was unable to be <br />at the meeting to represent Mrs. Grusendorf. No one wished to speak <br />in favor of the zoning request, so Mayor Craddock asked if anyone wished <br />to speak in opposition. Pat Norwood stated the owner was stating she <br />could make more money if the property were zoned "D" and could not <br />sell the property zoned "R-l". Mr. Norwood stated "D" zoning would <br />be detrimental to the neighbors of the property and gave an example <br />of someone who had recently sold their "R-l" property in that neigh- <br />borhood and the value was not diminished. He stated multi-family <br />zoning would caused increased traffic on streets already burdened <br />and that there would be inadequate utilities if multi-family zoning <br />were granted. Roy Wilson and Johnny Yarrington both spoke in opposi- <br />tion to the zoning change. No one else wished to speak in favor or <br />in opposition to the zoning request, so Mayor Craddock closed the <br />public hearing. Mr. Brown moved to deny the Zoning Ordinance and <br />Mr. Guerra seconded the motion, which passed unanimously. <br />Mayor Craddock opened a public hearing and consideration of approval <br />of an Ordinance on second reading, the caption which was read as fol- <br />lows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING CHAPTER 30, WATER AND SEWERS <br /> AND SEWAGE DISPOSAL, ARTICLE II.
