24 STATE OF TEXAS HAYS COUNTY CONTRACT FOR PROFESSIONAL SERVICES WHEREAS, the City of San Marcos, Texas desires to implement a Texas Capital Fund proj ect under general direction of the Texas Department of Commerce (TDoC) for water main extension construction to the CTEC project located on Northern IH 35¡ and WHEREAS, the City desires to engage Haynes-Eaglin-Waters to render certain services in connection with said Texas Capital Fund Grant; now, therefore, WITNESSETH: THIS AGREEMENT, is entered into this d day of ()c;fof:xz.r ., 1989, by and between the CITY OF SAN MARCOS, State of Texas (hereinafter called "CITY"), and Haynes-Eaglin-waters (hereinafter called H-E-W) for consulting services to be provided to City by H-E-W in connection with the implementation of the City's Texas Capital Fund proj ect for water main extenstion construction to the CTEC project site located along northern IH 35. I. SCOPE OF WORK H-E-W will serve as a liaison between City and Texas Department of Commerce on matters pertaining to the administration of the Texas Capital Fund Grant Project. In that regard, H-E-W shall provide the following services: A. Financial Management Assistance-- H-E-W shall assure that all special conditions of the City's contract with the the TDoC regarding financial management including requirements for the implementation and maintenance of an accounting system, are met in a timely manner and kept current throughout the life of the contract; prepare all forms for drawdown requests as work demands and submit to the proper agency for processing; keep a journal of transactions made with funds drawn on the grant account and of contributions for the City's required matching funds¡ respond to questions of fiscal management by the state inspectors or independent auditors. -1-
